Ho Chi Minh City expands roads through new administrative center from 4 to 7 lanes

Ho Chi Minh City - To Huu Street (section from Mai Chi Tho Avenue to Nguyen Co Thach Street) will be expanded from 4 to 7 lanes to meet vehicles entering and leaving the new administrative center.

Ho Chi Minh City People's Committee has just issued a document directing the implementation of the City Central Square and City Administrative Center projects.

For the elevated bridge item on R1 road, the Ho Chi Minh City People's Committee agreed on the policy of adjusting the design elevation to ensure synchronization with the planning and design plan of Central Square. The adjustment of the design, project and BT contract (if any) must comply with the provisions of law, not change investment objectives, ensure investment efficiency and avoid lawsuits.

Regarding transport infrastructure, the Ho Chi Minh City People's Committee agreed on the policy of studying the renovation and expansion of To Huu street (the section from Mai Chi Tho Avenue to Nguyen Co Thach street) from 4 to 7 lanes to increase connectivity with the new administrative center.

The City People's Committee assigns the investor to supplement the road expansion plan into the project dossier, complete the Feasibility Study Report (if any) and submit it to competent authorities for consideration. The Department of Construction shall preside over and coordinate with the Department of Planning and Architecture to review the suitability of planning, technical infrastructure and urban landscape during the appraisal process.

The Central City Square and Administrative Center project is being implemented in the core area of Thu Thiem New Urban Area with a total investment of nearly 29,600 billion VND under the public-private partnership (PPP) method, Construction - Transfer (BT) contract.

The project was started at the end of April 2026 and is expected to be completed in 2028.

According to the plan, the administrative - political center has a total floor area of about 272,000 m2, about 30 floors high, located between major traffic axes including Mai Chi Tho Avenue, To Huu Street and Nguyen Co Thach Street.

The project is designed to meet the working needs of about 8,000 officials and civil servants, and at the same time serve 1,500 - 2,000 people and businesses every day through the administrative procedure settlement system according to the "one-stop shop" mechanism.

In addition to expanding To Huu street, this area is also connected by two underground metro lines, including the Ben Thanh - Thu Thiem Metro line (already started construction) and Metro No. 7 (Tan Kien - Vinhomes Grand Park), contributing to reducing traffic pressure and increasing access to the Administrative Center.

In addition to the administrative building, the project also invests in a multi-purpose theater combined with a conference - performance center with a scale of about 2,000 seats, serving cultural, artistic, conference, exhibition and community activities.

The highlight of the project is the Central Square with a capacity of about 268,000 people for political events and up to 500,000 people when organizing large-scale cultural festivals.

Meanwhile, the Central Park with a lake of about 12 hectares is oriented to become a space for water music and fireworks performances, contributing to forming a new landscape highlight of the Thu Thiem area.
