Ho Chi Minh City People's Committee has just issued a master plan on arranging and reorganizing neighborhoods, hamlets, villages, residential areas and ending the model of People's Self-Management Groups, Residential Groups under neighborhoods, hamlets, and residential areas in the city.
Currently, the whole city has 5,947 neighborhoods, hamlets, villages, and residential areas. Ho Chi Minh City maintains 1,555 neighborhoods, hamlets, villages, and residential areas that meet the standards; establishes 1,172 new units based on the original arrangement with adjacent units and establishes 1,217 new units through the separation and reorganization of residential areas.
After arrangement, Ho Chi Minh City still has 3,944 neighborhoods, hamlets, villages, and residential areas - a decrease of 2,003 units (equivalent to a decrease of 33.68%).
According to the provisions of Decree No. 185/2026/ND-CP of the Government, each neighborhood, hamlet, village, and residential area will arrange no more than 3 people to hold 3 positions including: Secretary of the Party Cell, Head of the Fatherland Front Work Committee and Head of neighborhood, hamlet, village, and residential area.
For redundant non-specialized personnel after the arrangement process, the city will consider resolving regimes and policies according to the regulations on streamlining staff in Decree No. 154/2025/ND-CP.
Ho Chi Minh City will also terminate the operation of 10,795 self-managed people's groups and residential groups operating in 66 commune-level administrative units in the Binh Duong and Ba Ria - Vung Tau areas before. This leads to about 21,590 group leaders and deputy heads of the above organizations being considered for settlement of regimes and policies according to regulations.
According to the plan, from June 10 to June 22, the People's Committees of communes, wards, and special zones will complete the project, organize to collect people's opinions and submit it to the People's Councils at the same level for approval.
The period from June 22nd to June 30th will implement personnel arrangement, settle regimes and policies, and complete the termination of operations of the Self-managed People's Groups and Residential Groups models.
It is expected that at the Ho Chi Minh City People's Council session taking place from June 19-20, the Ho Chi Minh City People's Committee will submit resolutions related to gratitude policies for those who stop participating in activities in neighborhoods, hamlets, villages, and residential areas; and at the same time stipulate allowances, support and the number of people participating in activities in these units.
According to the assessment of the Ho Chi Minh City People's Committee, the reduction of more than 2,000 neighborhoods, hamlets, villages, and residential areas along with the termination of the operation of nearly 11,000 self-managed people's groups and residential groups will contribute to a significant reduction of intermediate focal points in the grassroots political system.
The arrangement process also creates conditions to consolidate the Party organization, the Fatherland Front and socio-political organizations associated with residential areas; at the same time, selecting and arranging non-specialized personnel in a streamlined direction, improving the quality and efficiency of operations.
In addition, reducing the number of people working at the grassroots level will significantly save regular budget expenditures for allowances, support and operating expenses. Saved resources can be prioritized for key tasks such as infrastructure development, digital transformation, administrative reform, improving the quality of public services and ensuring social security.
The Ho Chi Minh City People's Committee believes that reorganizing neighborhoods, hamlets, villages, and residential areas also helps improve local governance capacity, in accordance with population size and management requirements in the context of implementing the two-level local government model.
