Implementing the policy of streamlining the apparatus, Ho Chi Minh City has developed support policies and new job searches for thousands of non-professional workers in wards, communes and towns after implementing the two-level urban government model.
Accordingly, Ho Chi Minh City plans to handle 5,562 non-professional workers working in 273 wards, communes and towns in the area.
Speaking to the press at a regular press conference on the socio-economic situation in Ho Chi Minh City on the afternoon of April 17, Mr. Vo Ngoc Quoc Thuan, Director of the Ho Chi Minh City Department of Home Affairs, said that the city has proactively developed support plans to ensure the rights and stabilize the lives of this group.

Accordingly, Mr. Thuan informed that the support policy for part-time workers is currently applied according to Decree 29/2023 of the Government on staff streamlining and Resolution 50/2024 of the Ho Chi Minh City People's Council on additional support policies for cases of leave due to staff streamlining; leave due to surplus when arranging administrative units; early retirement due to not meeting the age requirements for re-election and reappointment to hold positions and titles according to the term; early retirement not subject to staff streamlining in Ho Chi Minh City.
In addition, Ho Chi Minh City will also introduce jobs for part-time workers.
According to the Project on rearranging and reorganizing administrative units at all levels and building a model of organizing local government at 2 levels, the whole country will end the use of non-professional workers at the commune level.
Assign local authorities to consider and arrange non-professional workers at the commune level to meet the requirements of the task of participating in work in villages and residential groups. Implement the policy of resignation for part-time workers at the commune level without being assigned work according to regulations.
Implementing Resolution 76/2025/UBTVQH15 on the arrangement of administrative units in 2025, Ho Chi Minh City has sharply reduced the number of commune-level administrative units, from 273 to 102, reaching a reduction rate of 62.64%, within the regulation framework from 60% to 70%.
According to the report, Ho Chi Minh City plans to have 102 new commune-level administrative units, including 78 wards and 24 communes (maintaining Thanh An island commune due to its location characteristics). This arrangement is based on the criteria on natural area and population size stipulated in Resolution 76.
