Progress of site clearance for 3 key transport projects in Hoang Mai

Hanoi - Hoang Mai District is reclaiming land and handing over land to build 3 key traffic projects in the area.

The Tam Trinh road construction investment project (Hoang Mai district, Hanoi) is 3.5km long, started in 2016, expected to be completed after 3 years. However, due to many difficulties in site clearance (GPMB), the project was stalled.

In December 2023, the City People's Committee approved the adjustment of the project into an investment project to build Tam Trinh road; adjusted the project implementation progress from 2016 - 2026.

However, during the implementation of land acquisition, the People's Committee of Hoang Mai district encountered some problems due to changes in the 2024 Land Law, along with the new land price list issued by the City People's Committee.

Therefore, the People's Committee of Hoang Mai District has reported and proposed a number of solutions to remove difficulties for the project.

Recently, the Hanoi People's Committee has approved a plan to support the site clearance of the Tam Trinh road project to speed up the project progress according to the proposal of the Hoang Mai District People's Committee.

According to the plan, the site clearance work will be completed in May. After that, the contractor will construct the expansion of Tam Trinh Street, expected to be completed in 2026.

For the road project connecting Phap Van - Cau Gie Expressway to Ring Road 3, the GPMB section in Hoang Mai district has a reclaimed area of over 150,000m2, involving 1,389 households (1,0008 households using agricultural land, 111 households using residential land) and 15 plots of land of 3 organizations.

The most problematic is that 9 households, with an area of about 20,000m2, of which 6 out of these 9 projects were built after July 1, 2004 to before July 1, 2014, will not be compensated according to the new regulations (the old regulations are entitled to 10% of the compensation according to the construction unit price).

To date, Hoang Mai district has announced the land reclamation of up to 1,308/1,405 households (some households were separated during the compensation process), of which 15/15 public land plots were completed.

Thus, the Hoang Mai district government must continue to conduct land acquisition with the remaining 81/1,405 households, of which the "bottleneck" is the above 9 households.

The investment project to build the route connecting Phap Van - Cau Gie Expressway with Ring Road 3 (Thanh Tri District and Hoang Mai District) was started in July 2023.

The route is 3.4km long, 60m wide, including 6 lanes for motor vehicles and 2 lanes for mixed vehicles with a total investment of VND 3,241 billion. According to the plan, the project will be completed in 2025, however, most of the site has not been handed over by the two localities, causing the project to be at risk of being behind schedule.

Another key project in Hoang Mai district that is also undergoing site clearance is the road connecting Dong Tau Urban Area to Giai Phong Street (Hoang Liet Ward, Thinh Liet Ward).

The project was approved in August 2023 with a total length of about 472.01m, a cross-section of 30m, including a 15m wide roadway (4 lanes), and a 2x7.5m wide sidewalk on both sides. The project is invested by the People's Committee of Hoang Mai District, with an implementation period from 2023 to 2026.

The People's Committee of Hoang Mai District has issued a notice of land recovery to 133 households within the scope of land recovery for road construction. However, due to many objective reasons, the project has not yet completed the site clearance work.

In the Land Acquisition Plan No. 144/KH-UBND dated March 27, 2025, the Chairman of the People's Committee of Hoang Mai District assigned the Hoang Mai District Construction Investment Project Management Board to coordinate with the People's Committee of Thinh Liet Ward and the Ward Land Acquisition Working Group to conduct an investigation, survey, and measurement to determine land area, statistics of houses and other assets attached to land to develop a compensation, support and resettlement plan.

After the People's Committee of Hoang Mai District issued a Decision approving the compensation, support and resettlement plan, the land users will receive money according to the compensation, support and resettlement plan and hand over the land to the State according to regulations, expected in the second quarter of 2025.
