Ho Chi Minh City People's Committee has just issued a plan to implement policies to attract experts, scientists, chief architects and people with special talents to meet the requirements of socio-economic development in the new period.
The city sets a goal to synchronously implement policies to attract, value and promote the capacity of high-quality human resources, creating breakthroughs for key industries and fields, high technology and high added value.
Attracting talent must be timely, targeted, and in the right location, serving key projects and projects, and at the same time be competitive with the domestic and international private sectors.
Ho Chi Minh City will strengthen communication about preferential policies, coordinate with universities, research institutes, and professional associations at home and abroad to discover and create a source of experts, scientists and young talents. The city also promotes connections with intellectuals and overseas Vietnamese to attract participation in development programs.
From 2027, Ho Chi Minh City plans to build a data system to manage experts, scientists, chief architects and people with special talents, serving the recruitment, use and evaluation of high-quality human resources.
Priority areas include science and technology, innovation, digital transformation, urban infrastructure investment and socio-economic development strategies.
In the fields of culture, art and sports, the city focuses on attracting talents to serve key art programs, national and international events, and training high-performance athletes.
To implement effectively, Ho Chi Minh City will establish selection councils for each field; and at the same time invest in facilities, modern working environments and maintain regular dialogues with experts and scientists to improve the policy of valuing talent.
According to the preferential policies of the Ho Chi Minh City People's Committee, after the labor contract takes effect, experts, scientists and people with special talents are entitled to initial income support of up to 100 million VND (only applicable once).
Monthly income level from 30 million VND to 100 million VND/person/month. The income level to encourage scientific research and promote personal intellectual capacity enjoyed is 5% of the city budget expenditure for scientific works and products but not less than 50 million VND and not exceeding 1 billion VND.
For topics, projects, and works implemented in groups, the total bonus income is 5%, not less than 30 million VND/person/project, and the total bonus for the whole group is not more than 2 billion VND. In addition, Ho Chi Minh City supports housing rent of a maximum of 7 million VND/person/month.
In addition, Ho Chi Minh City also applies a special income mechanism for leaders of public science and technology organizations established by the city.
Accordingly, the head is entitled to 60 - 120 million VND/month, deputy level 50 - 100 million VND/month; head of department, head of laboratory 40 - 80 million VND/month and deputy level 30 - 60 million VND/month. The income levels can increase by 10% per year depending on the operating results.
