The Ho Chi Minh City Department of Home Affairs is seeking opinions on the draft resolution of the City People's Council stipulating the principles, standards, conditions, recruitment process and preferential policies for excellent graduates and highly qualified people to work in the political system.
According to the draft, regarding the preferential policies, in addition to salaries and allowances as prescribed, the recruited person also enjoys monthly income support, divided according to qualifications.
Professors, associate professors, experts and leading scientists are supported with income equal to 5 times the regional minimum wage (about more than 26.5 million VND); people with doctoral degrees and equivalents are supported 4 times; masters and excellent graduates are supported 3 times; the remaining cases are supported 2 times.
The support is paid according to the quarterly evaluation results. People who excellently complete their tasks are entitled to 100% of the support level; those who complete their tasks well are entitled to 80%; in case they do not achieve the "good completion" level, they will not be paid.
The draft also adjusts the bonus level for encouraging capacity development chaired or participated by this team.
In case the project is implemented by an excellent graduate or a highly qualified person, each project that is accepted or approved will be rewarded with 1% of the total budget from the city budget, at least 50 million VND and at most 500 million VND.
In case of group implementation, the total bonus is equal to 5% of the construction cost; each individual receives from 20 million VND to a maximum of 100 million VND.
Regarding housing policy, after completing the probation period (if any), excellent graduates and highly qualified people who are confirmed to have housing difficulties will be considered for support of up to 50% of the rent cost, but not exceeding 7 million VND/month. This group is also prioritized to buy social housing according to Ho Chi Minh City's policy.

Excellent graduates and highly qualified people are entitled to priority policies in planning and appointment.
When meeting sufficient standards and conditions, this group is prioritized to be included in the planning of leadership and management titles; in case there are many eligible candidates, they will be prioritized for selection for planning and appointment.
At the same time, they are arranged for suitable jobs to maximize their capacity, expertise and strengths; they may be considered for rotation and working for a fixed term at domestic and international organizations.
Notably, excellent graduates who excellently complete their tasks for 2 consecutive years may be considered for assigning leadership positions at the department level without meeting the requirements for working time, planning or political theory. After 1 year of internship, they will be evaluated for consideration for official appointment.
For young scientists, experts, leading scientists, people with high professional qualifications, managers, business administrators, competent authorities may consider appointing them to leadership and management positions and titles suitable or arranging them for job positions with required ranks and grades, even in cases where they do not fully meet the standards and conditions as prescribed.
