On November 27, the Ho Chi Minh City Department of Construction said it was preparing a pre-feasibility study report for the Phan Van Hon parallel road construction project (formerly Hoc Mon district). The dossier is expected to be submitted to the Ho Chi Minh City People's Council for consideration and decision on the investment policy in the fourth quarter of 2025.
The Phan Van Hon parallel road is expected to be built from National Highway 1 to Ho Chi Minh City Ring Road 3, 8.5 km long, 30 m wide. The total investment is about VND3,720 billion, using the Ho Chi Minh City budget.

Previously in 2015, the Phan Van Hon road upgrade and expansion project was approved by the City People's Council in an investment policy, expected to be implemented in the period of 2016 - 2021. However, the project has not been implemented due to capital difficulties.
In the context of the existing Phan Van Hon road being continuously overloaded, causing serious congestion and being affected by flooding, Urban Traffic Management Area No. 3 (now the Road Traffic Infrastructure Management Center under the Ho Chi Minh City Department of Construction) has temporarily repaired it according to its current status, widening the road surface to 8 m, with sidewalks on each side of 1.5 m.
This solution only helps reduce immediate congestion, while traffic volume continues to increase rapidly, causing Phan Van Hon Street to become increasingly overloaded.
Therefore, the investment plan for the Phan Van Hon parallel route is considered more suitable than the expansion of the existing route.
The new road mainly passes through agricultural land, with few construction works, making it convenient for site clearance and shortening the implementation progress.
When completed, the Phan Van Hon parallel route will share traffic with the existing route, while contributing to increasing the land value of the areas on both sides of the route.

Not only Phan Van Hon Street, Ho Chi Minh City is also preparing a pre-feasibility study report for the project to expand Nguyen Van Bua Street (from Ba Giong Intersection to Provincial Road 9) and build a large bridge.
According to the plan, Nguyen Van Bua Street will be expanded to 32 - 40 m. The project includes the construction of a new unit of the Great Bridge and Provincial Road 9 Bridge (each bridge is 58 m long, 17.5 m wide), and the expansion of the existing Provincial Road 9 Bridge. The total investment is more than 2,421 billion VND, using Ho Chi Minh City's budget.
