The Ho Chi Minh City People's Committee has just submitted to the Government a project to rearrange administrative units at district and commune levels for the 2023-2025 period for consideration and submission to the National Assembly Standing Committee for approval.
Currently, Ho Chi Minh City has 312 commune-level administrative units, including 249 wards, 5 towns and 58 communes.
After reviewing, the city identified 120 administrative units that need to be rearranged, including 119 wards and 1 town.
However, due to specific factors, 42 wards and 1 town will not be merged and 3 adjacent wards will only have their boundaries adjusted.
Thus, from 2023 to 2025, Ho Chi Minh City will merge 80 wards in 10 districts into 38 new wards, reducing 39 wards compared to the present. Compared to the initial proposal to extend until 2030, the current arrangement time has been shortened.
After the arrangement, Ho Chi Minh City will have 22 district-level administrative units (16 districts, 1 city and 5 districts) and 273 commune-level administrative units (210 wards, 5 towns and 58 communes).
The Ho Chi Minh City People's Committee has also developed a plan to arrange cadres, civil servants, public employees and part-time workers in the wards subject to arrangement.
The total number of cadres and civil servants of the 80 wards is currently 1,605 people, including 462 cadres and 1,143 civil servants.
After the merger, the 41 new wards will need 868 personnel, including 228 cadres and 640 civil servants. Therefore, there will be 737 redundant personnel (234 cadres and 503 civil servants).
Ho Chi Minh City aims to completely resolve the number of redundant officials and civil servants before 2029 with the following roadmap: 448 people in 2025, 91 people in 2026, 89 people in 2027, 67 people in 2028 and 42 people in 2029.
Regarding the health system, in the 80 health stations, there are currently 522 officials, including 58 station leaders and 464 other officials. After the merger, the health stations in the 41 new wards will have 488 officials.
The 34 surplus health workers will be transferred to other health stations with staff shortages or to district-level health centers to ensure staffing levels according to the Ministry of Health's regulations. This transfer process is expected to be completed in 2024.
After the merger, Ho Chi Minh City will have 78 redundant offices of old wards. Of these, 75 will be transferred to other agencies and organizations, and the remaining 3 will be auctioned.
In addition, public assets such as cars, computers, tables, chairs and air conditioners will also be transferred to units in need or liquidated according to regulations.
With experience from the administrative unit arrangement period of 2019 - 2021, Ho Chi Minh City will direct districts and wards to proactively carry out the conversion of related documents for people and businesses in the most convenient way.
The Ho Chi Minh City People's Committee requested that functional agencies support people in converting administrative documents due to changes in administrative boundaries without charging fees or conversion charges.
Plan to merge 80 wards in Ho Chi Minh City:
District 3: merge Wards 9 and 10 into Ward 9; merge Wards 13 and 12 into Ward 12.
District 4: merge Ward 6 and 9 into Ward 9; merge Ward 8 and Ward 10 into Ward 8; merge Ward 14 and 15 into Ward 15.
District 5: merge Wards 2 and 3 into Ward 2; merge Wards 5 and 6 into Ward 5; merge Wards 7 and 8 into Ward 7; merge Wards 10 and 11 into Ward 11.
District 6: merge Wards 2, 6 and part of Ward 5 into Ward 2; merge Wards 1, 3 and 4 into Ward 1; merge Ward 9 and part of Ward 5 into Ward 9; merge Ward 11 and part of Ward 10 into Ward 11; merge Ward 14 and part of Ward 13 into Ward 14.
District 8: merge Wards 1, 2 and 3 into a new ward named Rach Ong; merge Wards 8, 9 and 10 into a new ward named Hung Phu; merge Wards 11, 12 and 13 into a new ward named Xom Cui.
District 10: merge Wards 6 and 7 into Ward 6; merge Wards 5 and 8 into Ward 8; merge Wards 10 and 11 into Ward 10.
District 11: merge Wards 1 and 2 into Ward 1; merge Wards 4, 6 and 7 into Ward 7; merge Wards 8 and 12 into Ward 8; merge Wards 9 and 10 into Ward 10; merge Wards 11 and 13 into Ward 11.
Binh Thanh District: merge Ward 5 and part of Ward 6 into Ward 5; merge Ward 7 and part of Ward 6 into Ward 7; merge Ward 11 and part of Ward 13 into Ward 11; merge Wards 2 and 15 into Ward 15; merge Wards 19 and 21 into Ward 19; merge Wards 14 and 24 into Ward 24.
