According to the Telecommunications Authority (Ministry of Science and Technology), after more than 2 months of implementing Circular 08/2026/TT-BKHCN on verifying subscriber information, telecommunications enterprises have transferred more than 114 million active subscribers to the National Population Database for comparison.
To date, more than 96 million subscribers have been confirmed and successfully verified as being used by their own owners.
However, there are still about 13 million subscribers who are temporarily suspended from one-way services due to not completing updates and information standardization according to regulations.
According to the roadmap, these subscribers will continue to be double-locked from August 15 if authentication is not completed. After August 20, subscribers who still do not implement standardization will be recalled.
Notably, from the time of applying the one-way locking measure on June 15 to now, more than 3.8 million subscribers have completed the standardization and verification of information and have been restored to service.
For vulnerable groups, the Telecommunications Authority said that right from the time of implementing Circular 08, the Ministry of Science and Technology has directed telecommunications enterprises to develop many support plans to create the most favorable conditions for people to complete subscriber information verification.
Businesses have established direct support points in localities, sent staff to support authentication in necessary cases, and at the same time coordinated with local authorities, commune and ward-level police and grassroots organizations to propagate and guide people to implement according to regulations.

To date, these forms of support continue to be maintained to help people, especially vulnerable groups, complete information verification.
The Telecommunications Authority also recommends that people proactively access the VNeID application, monitor notifications from telecommunications businesses to check and confirm the right to use subscriber numbers that are in their names. Proactive verification not only helps protect the rights of users but also contributes to building a safe and transparent telecommunications environment, serving the national digital transformation process.
Regarding the expectation of reducing spam calls and spam messages after the subscriber review, the Telecommunications Authority said that mobile SIMs are just one of many tools exploited by subjects to commit fraud.
In the coming time, the Department will continue to coordinate with the Ministry of Public Security to implement solutions to prevent spam calls, messages and fraud in cyberspace; and at the same time improve legal regulations, including amending Decree 91/2020/ND-CP and strengthening inspection and handling of violations.
According to the Telecommunications Authority, verifying subscriber information and confirming the right to use phone numbers via VNeID is one of the important solutions to clean up subscriber data in the spirit of Resolution No. 57-NQ/TW.
