In the context of both fighting the COVID-19 epidemic and recovering the economy, Ho Chi Minh City has resolutely implemented Project 06 of the Government on developing applications for population data, identification and electronic authentication.
On the afternoon of June 12, at a regular press conference on the socio-economic situation, Ho Chi Minh City Police informed that Project 06 has now been prepared to move to the "vision to 2030" stage.
In the period of 2022 - 2025, Ho Chi Minh City Police has promoted its role as a standing agency, closely coordinating with departments and branches to advise the leaders of the Ho Chi Minh City People's Committee to direct units to focus on implementing tasks according to Project 06, achieving some outstanding results.

Thanks to that, Ho Chi Minh City has merged the Public Service Portal and the One-stop Electronic System into a centralized administrative procedure settlement information system. This system is connected to and shares data with the National Population Database, the Electronic Identification and Authentication System (VNeID), as well as information systems of central ministries and branches.
In particular, on November 14, 2024, Ho Chi Minh City officially launched the Ho Chi Minh City Digital Citizen App with many outstanding utilities, serving the city's management and operation and meeting the practical needs of people and businesses.
Ho Chi Minh City also pioneered the application of VNeID in essential public services such as: piloting the issuance of Judicial Records on the VNeID national identification application; piloting the Electronic Health Book integrated on the VNeID application.
Ho Chi Minh City has organized the implementation and maintenance of 38 point models according to Project 06.

Up to now, Ho Chi Minh City police have coordinated with relevant units to issue birth certificates, personal identification numbers, issued CCCD/CC cards, and issue residence cards for more than 3,000 cases of special-population cases and about 500 cases of children in special circumstances with the determination "No one is left behind", contributing to ensuring the legitimate rights and interests of citizens, ensuring social security in the city.
With the position as the largest economic, cultural and social center in the country and a particularly rich population structure, Ho Chi Minh City has encountered many initial difficulties when implementing the "Journey to find digital identification for the disadvantaged", mainly in the work of coordinating the verification of information on residence history, personal identity and household registration.
Faced with that reality, Ho Chi Minh City police have coordinated with departments and branches to implement the motto "easy to do first, difficult to do later" and "let go wherever there is a problem, get rid of it", ensuring "clear people, clear work, clear responsibilities, clear progress". Up to now, Ho Chi Minh City Police, the Department of Justice, the Department of Labor - Invalids and Social Affairs, and the City Social Insurance have basically completed the coordination process for handling each specific demographic area and are effectively implementing the "Journey to find digital identification for disadvantaged people".
In the coming time, Ho Chi Minh City Police will continue to comprehensively apply solutions to ensure that population data and professional data are "correct, complete, clean, and alive" and always consider this a regular, continuous and key task of the Public Security force.
