The Ho Chi Minh City People's Committee has just issued a document directing the implementation of Resolution No. 08 of the Ho Chi Minh City People's Council on the investment policy for the project to build the Cat Lai - Phu Huu inter-port road to the Ho Chi Minh City - Long Thanh - Dau Giay expressway intersection and Ring Road 3 of Ho Chi Minh City (HLD intersection).
The road has a length of nearly 6 km, a cross-section width of 60 m with 12 lanes, and a design speed of 60 km/h.

The starting point of the route is from Nguyen Thi Dinh street, near the Truong Van Bang intersection; the ending point is at the HLD intersection, passing through two wards Cat Lai and Long Truong.
On the route, a large-scale Ba Cua bridge will be built including 2 units with a total of 10 lanes.

The section from Phu Huu port to HLD intersection will be invested in a 4-lane elevated road, combined with 3 up and down positions to separate the flow of vehicles entering and leaving the port from urban traffic, limiting conflicts and congestion.

The project has a total investment of about 8.782 billion VND, divided into 2 component projects. In which, compensation, support, and resettlement work accounts for about 1,400 billion VND, with a recovered area of more than 61 hectares, affecting 139 households and organizations, of which 20 households must be completely cleared.
The construction of the road has a capital of about 7,382 billion VND.
According to the plan, site clearance will be implemented from the second quarter of 2026 to the first quarter of 2027. The project is expected to start construction in the fourth quarter of 2026 and be completed by the end of 2028.

The Ho Chi Minh City People's Committee assigned the Investment Project Management Board for Construction of Transport Works to be the investor, proactively coordinate with local authorities to review and adjust relevant planning projects when necessary, as a basis for project implementation. At the same time, this unit must urgently organize architectural design competitions, develop detailed plans and ensure sufficient capital to implement on schedule.
The Department of Construction is assigned the task of supervising and inspecting the entire implementation process, and at the same time guiding related procedures, ensuring that the project is implemented in accordance with regulations, synchronously with the regional infrastructure.
The authorities of Long Truong and Cat Lai wards will also closely coordinate with the investor to accelerate compensation, resettlement and site clearance, creating conditions for the project to be implemented soon.

Cat Lai port cluster, Phu Huu port, located along the Dong Nai River in Cat Lai and Long Truong wards, is a key port cluster of Ho Chi Minh City and the Southern key economic region.
However, the road system connecting to this area today such as Nguyen Thi Dinh, Nguyen Duy Trinh, Dong Van Cong, Vo Chi Cong, Mai Chi Tho... is often seriously congested, especially during peak hours and import and export peak seasons.

When put into operation, the route will form a specialized traffic axis, directly connecting the Cat Lai - Phu Huu port system with the inter-regional traffic network including Ring Road 3, Ho Chi Minh City - Long Thanh - Dau Giay expressway, Ben Luc - Long Thanh expressway.
Thereby, shortening transportation time, increasing travel capacity, reducing pressure on existing routes such as Nguyen Thi Dinh, Nguyen Duy Trinh, Hanoi Highway, Ring Road 2 (East branch), contributing to fundamentally solving congestion in the largest port area of the country.
