Ho Chi Minh City fines for transporting 196 ducks without quarantine certificates

Ho Chi Minh City - 196 commercial ducks from Dong Nai City moved to Ho Chi Minh City but without quarantine certificates.

On July 30, information from the Ho Chi Minh City Sub-Department of Livestock and Veterinary Medicine said that the inter-sectoral inspection team on animal disease prevention and control and slaughter had just discovered and fined a case of transporting animals without quarantine certificates transported into the area.

This is the second case of animal transport violation recorded in July 2026. Previously, the inter-sectoral delegation also discovered a similar case of transporting about 600 ducks into Ho Chi Minh City from Cam My (Dong Nai) in the middle of the month.

Previously, at about 4 am on July 30, at the Le Duan - National Highway 51 intersection (Phu My ward), the Sub-Department of Livestock and Veterinary Medicine, the Traffic Police Department and the Market Management Sub-Department discovered a truck transporting 196 commercial ducks from Dong Nai City moving into Ho Chi Minh City but without a quarantine certificate for transportation as prescribed.

Through working, the inspection team grasped information about cargo owners in Ho Chi Minh City collecting commercial ducks at small-scale farms in Phuoc Thai commune (Dong Nai) for consumption.

The inter-sectoral inspection team has made a record of administrative violations in the field of veterinary medicine for the act of transporting animals out of the provincial level without a quarantine certificate. In addition to a fine of 7 million VND, the owner of the shipment must also pay expenses related to sampling, testing and disease surveillance in the implementation of re-quarantining for the number of animals illegally transported.

While waiting for test results, the above-mentioned animals are kept at the campus of Phu My Animal Quarantine Station (Sub-Department of Livestock and Veterinary Medicine of Ho Chi Minh City).

Ho Chi Minh City has just set a target for the period 2026-2030 to vaccinate over 80% of poultry flocks that are compulsory and reduce at least 30% of avian flu outbreaks; unquarantined transportation goes against this preventive system.
