Accordingly, the Administrative Service Centers at all levels are assigned to promote the digitization of dossiers, strengthen connection, share and effectively exploit data between state agencies.
Units must strictly implement the principle of proactively exploiting and reusing existing information, not requiring people or businesses to submit or go to confirm information that state agencies are managing or can coordinate to verify themselves in the process of resolving administrative procedures.
The Ho Chi Minh City People's Committee also requested competent agencies to resolve administrative procedures to continue to consolidate the organizational structure, improve the capacity of the staff directly handling dossiers, and at the same time strengthen inspection and supervision of the performance of official duties.
In particular, units must promptly rectify the situation of arbitrarily supplementing dossier components, requesting confirmation or setting out processing procedures outside regulations, causing unnecessary procedures for people and businesses.
For administrative dossiers arising in the area, the Ho Chi Minh City People's Committee assigns departments, agencies, and branches to coordinate with commune-level People's Committees to review and classify them for processing into groups.
For dossiers that are only components in the process of resolving administrative procedures, agencies must study inter-agency plans, coordinate verification and information exchange between units, strengthen electronic data exploitation, and absolutely not transfer responsibility for collecting and verifying information to people and businesses.
Ho Chi Minh City requests to stop the situation of arising "sub-licenses", processes or documents outside regulations before August 10, 2026.
For the remaining types of administrative dossiers, departments and branches must comprehensively review to determine cases where it is necessary to include them in regulations into administrative procedures or build a list of dossiers that need quality control according to ISO standards. Proposals and lists must be sent on time for the Ho Chi Minh City People's Committee Office to summarize.
In addition, the Office of the Ho Chi Minh City People's Committee is assigned to take the lead in standardizing the list of administrative procedures and internal administrative procedures throughout the area. Departments and branches are responsible for urgently reviewing, updating, and standardizing the list of administrative procedures; and at the same time advising on announcing plans to cut and simplify internal administrative procedures according to the assigned roadmap.
From the beginning of 2026, Ho Chi Minh City has reviewed 100% of administrative procedures under the authority of the City People's Council and People's Committee, and at the same time promoted cutting and simplifying procedures.
The city has shortened from 50 - 59% of the resolution time in the fields of maritime, inland waterways, social protection and international trade; abolished 1 procedure in the field of international trade, and replaced some dossier components with electronic data to reduce compliance costs.
For procedures under central authority, Ho Chi Minh City has proposed to simplify 715 administrative procedures, of which 145 procedures are proposed in 2026. It is expected that these options will help reduce an average of 60.93% of resolution time and 26.23% of compliance costs for people and businesses.
