This is one of the notable contents in the Plan to implement the Project to strengthen public passenger transport combined with controlling the use of personal motor vehicles participating in traffic in Ho Chi Minh City in the period 2026 - 2030.
According to the plan, Ho Chi Minh City sets a target that by 2030, public transport will meet 15-20% of people's travel needs.
The city also sets a roadmap to strongly transition to green transportation. Specifically, 100% of inter-provincial buses will use electricity or green energy from 2027; before 2030, all buses and taxis in the area will switch to using electricity or green energy.
In addition, the rate of cashless payments in public transport strives to reach over 95%, and at the same time complete and put into operation 187 km of urban railway.
To increase persuasiveness and create a spreading effect in the community, Ho Chi Minh City will launch an emulation movement, mobilizing officials, civil servants, public employees and laborers to use public transport at least 2 times per week. At the same time, the city includes the criteria for using public transport in the annual evaluation and evaluation of emulation and commendation.
According to the plan, to encourage people to switch to using public transport, in addition to the bus ticket exemption policy, Ho Chi Minh City will study exempting and reducing personal parking fees for bus and metro passengers; apply inter-agency ticket prices between buses, metro and waterway buses; and at the same time, implement points accumulation and prize-winning programs to attract passengers.
Regarding the transport network, the city will restructure the entire bus system after the merger; open more electric bus routes, small buses into residential areas, routes connecting Long Thanh airport, metro and the former Binh Duong, Ba Ria - Vung Tau areas.
The city will put into operation a demand-driven transport (DRT) model using small vehicles to collect passengers in residential areas, connecting with metro, river buses and public bicycles.
In parallel, Ho Chi Minh City will invest in synchronous public transport infrastructure such as renovating bus stations, transfer stations, waiting houses, installing electronic information boards, canopies, toilets and researching priority lanes for buses.
Smart parking lots and garages will also be built at traffic hubs for people to park their personal vehicles and switch to using buses and the metro.
The city also expands the public bicycle network at metro stations, bus stations, office areas, schools; researches the construction of dedicated bicycle lanes and develops more pedestrian streets in the central area to create favorable conditions for people to access public transport.
In addition, Ho Chi Minh City will deploy low-emission zones (LEZs), complete the project to control vehicle emissions, and study limiting personal vehicles on some routes and suitable time frames.
The city also develops a system of electrical charging stations and battery exchange cabinets at bus stations, offices, schools, hospitals, industrial parks and parking lots to promote the transition to green transportation.
