Vietnam Social Insurance (VSS) has Official Letter No. 1879/BHXH-CSXH sent to affiliated units and Social Insurance of provinces and centrally run cities on the pilot implementation of receiving documents and paying unemployment insurance (UI) according to 6 unemployment insurance procedures on the National Public Service Portal.
Accordingly, in order to promptly pay unemployment insurance benefits to employees when implementing the pilot public service (DVC) for 6 unemployment insurance procedures on the National DVC Portal according to the issued process accompanying Official Dispatch No. 5274/BNV-CVL dated July 18, 2025 of the Ministry of Home Affairs on the pilot implementation of DVC for unemployment insurance procedures, Vietnam Social Insurance requires the Social Insurance of provinces and centrally run cities (collectively referred to as provincial social insurance), relevant units under Vietnam Social Insurance to implement the following contents:
For provincial social insurance
Proactively coordinate with the Department of Home Affairs, the Department of Finance and the Provincial/City Employment Service Center to guide employees to pilot the implementation of 6 unemployment insurance procedures on the National DVC Portal according to Official Dispatch No. 5274/BNV-CVL dated July 18, 2025 of the Ministry of Home Affairs.
In case the National Employment Service Portal has not met the response to the Employment Service Center when the information about receiving unemployment insurance is invalid, it is necessary to re-check and agree with the Employment Service Center on the method of responding to invalid information outside the system.
Assigning and assigning specific responsibilities to relevant units and individuals in receiving documents, handling payments to employees, sending payment information (Cash amount, time, status...) to the National DVC Portal system in accordance with the correct process.
Timely reflect the problems arising in the implementation process; periodically on the 5th of each month, summarize the implementation results of the previous month and forward them to Vietnam Social Insurance (through the Social Insurance Policy Implementation Board).
For units under Vietnam Social Insurance
The Vietnam Social Insurance Office announces administrative procedures, online DVCs pay unemployment benefits on the National DVC Portal and provides online DVC information on paying unemployment benefits on the National DVC Portal such as: DVC name, DVC code on the National DVC Portal, field name, administrative procedure name... to the Center for Information Technology and Digital Transformation integrated on the software of Receiving and managing documents of Vietnam Social Insurance to monitor the implementation of DVC according to regulations.
The Center for Information Technology and Digital Transformation to upgrade the professional software of Vietnam Social Insurance ensures connection, receipt of information, data on settlement results of online DVCs on unemployment insurance on the National DVC Portal according to Official Dispatch No. 5274/BNV-CVL dated July 18, 2025 of the Ministry of Home Affairs, meeting payment settlement; sending payment information (Cantium, time, status...) according to the process and synthesizing reporting information according to the provisions of this Official Dispatch.
Units under Vietnam Social Insurance shall implement related contents according to assigned functions and tasks.
The Director of Vietnam Social Insurance assigned the Social Insurance Policy Implementation Board to preside over and coordinate with relevant units to grasp the implementation situation and promptly propose solutions to handle problems arising during the implementation process.
