In early July 2019, the State Audit of Region III announced the audit results at the Department of Labor, War Invalids and Social Affairs of Quang Ngai province (old).

Accordingly, Quang Ngai Technical College used the remaining salary reform fund at the end of 2017 with an amount of over 705 million VND to spend on regular activities in 2018, which is not in accordance with regulations.

On that basis, the State Audit of Region III recommended that the Department of Labor, War Invalids and Social Affairs (old) and its affiliated units return the salary reform source of over 705 million VND.

The State Audit of Region III also recommended that the People's Committee of Quang Ngai province request the Department of Labor, Trade and Social Affairs (old) to direct relevant affiliated units to seriously and promptly implement the recommendations of the State Audit of Region III and report the implementation results to the Provincial People's Committee (through the Department of Finance).

In early January 2024, the leaders of the Department of Labor, War Invalids and Social Affairs of Quang Ngai province (old) reported the results of the implementation of the audit's recommendation to the Department of Finance. The content clearly states: Implement Official Dispatch No. 6244/UBND-KTTH dated December 7, 2023 of the Provincial People's Committee on urgently implementing the recommendations of the State Audit. Accordingly, the amount of 705 million VND used incorrectly at Quang Ngai Provincial Technical College has not been recovered.

Regarding this content, the Department of Labor, War Invalids and Social Affairs (old) has explanatory reports on the report on the results of implementing the State Audit's recommendations.

Accordingly, from March 2019, all funds and assets of Quang Ngai Technical College will be merged into Vietnam - Korea - Quang Ngai College. Therefore, the Department of Labor, War Invalids and Social Affairs (old) no longer monitors and compiles reports; Vietnam - Korea - Quang Ngai College continues to monitor, organize implementation and report the implementation results for the collection according to the recommendation of the above Auditor.

After the merger, the responsibility is left open

According to a lecturer at Vietnam - Korea - Quang Ngai College, in 2018, Quang Ngai Technical College at that time, headed by Mr. Vo Dinh Ta, currently Principal of Vietnam - Korea - Quang Ngai College, used the salary reform fund of over 705 million VND for regular activities.

According to this lecturer, Vietnam - Korea - Quang Ngai College has explained to the People's Committee of Quang Ngai province about the above incident. This expenditure is spent on the general operation of Quang Ngai Technical College, so the school recommends not to recover it.

In July 2024, the State Audit sent an official dispatch to the People's Committee of Quang Ngai province, requesting the People's Committee of Quang Ngai province to direct the review and report to the Provincial People's Council for handling according to its authority and regulations of law for the salary reform fund used to spend 705 million VND for regular activities at Quang Ngai Provincial Technical College under the Department of Labor, War Invalids and Social Affairs (old). Direct the organization of a review of the responsibilities, collectives and individuals involved in not considering the implementation of the State Audit's recommendations.

"In principle, if the salary reform money is not spent in one year, it is allowed to be transferred to the next year to pay the salary, not used for other purposes. The school's incorrect spending of 705 million VND is part of the reason why Vietnam - Korea - Quang Ngai College currently has no money to pay salaries to civil servants and employees, leading to a salary debt of billions of VND for civil servants and employees, causing many difficulties in their lives" - this lecturer explained.

Speaking to Lao Dong Newspaper reporter, Mr. Vo Dinh Ta - Principal of Vietnam - Korea - Quang Ngai College - said that the school is focusing on coordinating with relevant departments to find solutions to resolve and resolve the debt to lecturers.
