Vietnam Social Security (VSS) has just issued guidelines for VBSPs of provinces and centrally run cities (VSS) to use personal identification codes/citizen identification numbers (DDCN/CCCD) instead of social insurance codes and unit management codes.
This is an important step in the comprehensive digital transformation process of Vietnam Social Insurance, aiming to unify data management methods and create maximum convenience for people and businesses when implementing administrative procedures on social insurance, health insurance, and unemployment insurance.
Accordingly, from August 1, 2025, the DDCN/CCCD number will officially be used to replace the social insurance code of social insurance and health insurance participants. The use of this unified code contributes to ensuring a synchronous database, increasing connectivity with the national database on population and improving management efficiency.
For units participating in social insurance, health insurance, and unemployment insurance, including: agencies, units, enterprises, and employers; Subject management agencies; Social assistance facilities; Charitable and religious facilities; War Invalids' care and nursing facilities; Organize support for the development of social insurance and health insurance participants according to the provisions of law and other organizations, Vietnam Social Insurance stipulates a code set of 03 components: DD, DT, LH.
In which, a DD is the unit identification code recorded on the forms in administrative procedures between the unit and the social insurance agency. For enterprises subject to the provisions of Decree No. 168/2025/ND-CP dated June 30, 2025, the business code consists of 10 characters, issued by the business registration agency.
For units having a relationship with the budget according to Circular No. 185/2015/TT-BTC dated November 17, 2015, the Budget Relationship Code consists of 07 freely signed documents issued by financial institutions.
The DT is the subject code of the health insurance participant, consisting of 02 letters and is managed in the database of the social insurance agency. LH is a production and business model code, consisting of 03 characters, issued in Decision No. 27/2018/QD-TTg dated July 6, 2018 of the Prime Minister.
For collection units, the management code includes: DD is the unit identification code, recorded on administrative transaction forms; TH is the abbreviation of the collection organization, managed in the social insurance database; HC is the administrative unit code, consisting of 7 characters (2 characters are the provincial-level administrative unit code, 5 characters are the commune-level administrative unit code) according to Decision No. 19/2025/QD-TTg dated June 30, 2025 of the Prime Minister; DT is the collection point code, consisting of 3 characters (from 001 to 999), representing each specific collection point.
Vietnam Social Insurance assigns the Management Board of Receiving and Developing Participants, presides over and coordinates with units under Vietnam Social Insurance to guide, urge, inspect and supervise the provincial Social Insurance/buroch Social Insurance to organize the implementation to ensure compliance with the contents of Official Dispatch No. 1804/BHXH-QLT.
The Center for Information Technology and Digital Transformation coordinates with relevant units to update, edit, and upgrade software functions, templates, and professional processes to ensure synchronous and unified transformation across the system.
At the same time, ensure data connection between professional software in the collection, issuance of social insurance books, health insurance cards and payment of social insurance, health insurance, and unemployment insurance regimes.
The Propaganda and Support Committee for participants, strengthens propaganda, supports people and organizations in the process of data conversion; Timely receives and answers problems through the 1900.9068 Call Center, the Electronic Information Portal of social networking channels of Vietnam Social Insurance and at conferences to promote, consult, and answer policies. Special attention is paid to promoting the use of DDCN/CCCD numbers instead of social insurance codes.
The Health Insurance Policy Implementation Board guides health insurance medical examination and treatment facilities to conduct a full lookup of the health insurance benefit level according to the provisions of law, corresponding to each subject code and the benefit level (%) on the health insurance card.
The Director of the provincial Social Insurance directs the grassroots Social Insurance to assign responsibility to the collection management officer to coordinate with the unit to determine, update, adjust, and supplement missing information according to the new code; at the same time, promptly synthesize and report problems to Vietnam Social Insurance for guidance and handling.
The Military Social Insurance and the People's Public Security Social Insurance proactively develop a separate management code according to regulations, and send it to Vietnam Social Insurance for unified use nationwide.
While waiting for the software to be completed, Vietnam Social Insurance allows continued use of the issued social insurance code (10 digits) and the current management code set to serve the management, classification, and search for professional information related to individuals and units participating in social insurance, health insurance, and unemployment insurance.
The conversion will be carried out according to a unified roadmap, ensuring that it does not affect the rights of policy participants and beneficiaries.
