On the afternoon of October 23, the high tide in Can Tho City continued to rise, causing deep and prolonged flooding in many low-lying areas, along rivers and canals.

According to the Can Tho City Hydrometeorological Station, due to the influence of storm No. 12, the high tide level is forecast to peak at 2.32m at around 7pm on October 23, 0.32m higher than the alarm level III. This water level is higher than the peak tide on the afternoon of October 22 (2.29m).
Earlier, on the same morning, the high tide reached 2.23m at 5am and only decreased slightly to 1.94m at 6:30am, causing many roads in Binh Thuy, Long Tuyen, Hung Phu, Cai Rang, O Mon wards... to continue to be deeply flooded.

The flooding lasted until morning rush hour, greatly affecting the travel of people, students, and civil servants. Police forces, the army, youth union members, civil defense, students were mobilized to guide traffic and support the rescue of vehicles that stalled in heavily flooded areas.

Can Tho City Hydrometeorological Station recommends that people proactively arrange travel time reasonably, limit travel during peak tides to ensure safety, especially on roads, areas with deep flooding and along rivers and canals.
