According to the reporter's investigation, the Bo Ho Trade Center Project was approved for investment by the Chairman of Thanh Hoa Provincial People's Committee in Decision No. 3430/QD-UBND dated November 9, 2005. The initial investor was Song Ma Company, with a total investment of nearly 138 billion VND.
After many years of construction, Song Ma Company transferred the project to Bac Ha Non-Ferrous Metal Joint Stock Company. After that, Bac Ha Non-Ferrous Metal Joint Stock Company continued to transfer the project to Bo Ho Trade Center Investment Joint Stock Company.
This is reflected in Decision No. 1267/QD-UBND dated April 22, 2011 of Thanh Hoa Provincial People's Committee on recovering 3, 249m2 of land from Bac Ha Non-Ferrous Metal Joint Stock Company and allocating it to Bo Ho Commercial Center Investment Joint Stock Company for the purpose of building a high-class apartment complex and a commercial center.
According to actual records of Lao Dong Newspaper reporters, after more than 20 years since being approved and undergoing many transfers from investors, the project has not been completed yet, and construction is being stopped.
The exterior of the building has been painted, doors have been installed and basically completed. However, many areas inside are still in rough form, not yet completed.
Although the project has not been completed, on the 1st floor, on the sides adjacent to the road, the investor has leased premises to many units and individuals to run business stores for many years.
Sharing with PV of Lao Dong Newspaper, many people on Dinh Cong Trang street said that the project was implemented more than 20 years ago but it is unclear why it has not been completed until now.
I don't understand why a project built for more than 20 years, located on the busiest street in Thanh Hoa province, has not been completed yet. It's too wasteful" - a resident said.
According to statistics from functional agencies of Thanh Hoa province, as of June 2026, in Hac Thanh ward, there are 40 backlog projects, prolonged, with the risk of causing losses and waste. Among them, 6 projects have been removed or are eligible to be removed from the list of backlogs; 10 projects have feasible plans to continue handling; the rest are projects that violate the law or are facing many complex problems.

During a field inspection of backlog and prolonged projects in Hac Thanh ward in June 2026, Thanh Hoa Provincial Party Secretary Le Duc Thai pointed out that the number of backlog projects in the ward is still very large. Even, some projects have been prolonged for more than 20 years but have not been completely resolved.
Faced with the above situation, Thanh Hoa Provincial Party Secretary requested Party committees, authorities, sectors and localities to focus on leading and directing the removal of difficulties and obstacles for projects, ensuring compliance with regulations.
Along with that, it is necessary to handle responsibilities according to inspection, examination, audit conclusions and court judgments; not to legalize violations, not to let new violations arise, and at the same time minimize the situation of complaints and lawsuits.
