On July 3, a video circulated on social networks recording images of a young man driving a motorbike with license plate 29L1-672. xx traveling on Tran Huu Duc street, Tu Liem ward (Hanoi), not wearing a helmet when participating in traffic.
Notably, in the process of driving the vehicle, this person also used a hand to hold and use a mobile phone, posing a potential risk of traffic unsafety.
Immediately after receiving the information, the Traffic Police Department (CSGT) of Hanoi City Police directed Road Traffic Police Team No. 6 to urgently verify and clarify the incident.
Using professional measures, Road Traffic Police Team No. 6 quickly identified the driver of motorbike BKS 29L1-672. xx as Mr. N.D. D (born 1998, residing in Hanoi) and invited him to the Police agency to work.

Based on the verification results, Road Traffic Police Team No. 6 made a record of administrative violation against Mr. N.D. D for the following acts: not wearing a helmet when driving a motorbike participating in traffic; driving a vehicle without a left rearview mirror; using a hand to hold and use a phone while driving a vehicle; not having a driver's license; not having civil liability insurance of the motor vehicle owner.
For the above acts, Mr. N.D. D was fined more than 5 million VND; at the same time, functional forces temporarily seized the vehicle for handling according to regulations.
The Traffic Police Department of Hanoi City Police recommends that people strictly comply with the provisions of law when participating in traffic, absolutely do not use phones while driving.
