According to a report by the Department of Agriculture and Environment of Tuyen Quang province, the whole province currently has 3,606,709 land plots, of which a database has been built for 1,481,433 plots, reaching about 41.1%. Currently, there are still 2,125,276 plots without a database.
By the beginning of August 2026, the whole province had 549,061 land plots meeting the data criteria "correct, sufficient, clean, live", accounting for 37%; there are still 932,143 plots that need to be further reviewed, standardized and enriched data.
To serve this work, the Department of Agriculture and Environment of Tuyen Quang province has established a 24/7 professional support team, strengthening inspection and guiding localities to remove difficulties in the process of building land databases, and at the same time monitoring and supervising the progress of dossier processing throughout the province.
However, the construction of land databases still faces some difficulties such as land administration records through many periods not being synchronized, information on land users is still lacking, and updating land changes is not timely. Some localities still have limitations in human resources and information technology infrastructure.
Many communes are "white" in land data, meaning that information and cadastral records have not been digitized and standardized to connect to the centralized management system.
For communes with "blank" land data, building a database is almost mandatory, starting from scratch, from field surveying, collecting legal documents to entering data into the system.
Mr. Vu Viet Hung - Head of the Land Sub-Department, Department of Agriculture and Environment of Tuyen Quang province - said that the goal of building a land database is not only to complete the quantity but most importantly to ensure the accuracy and legality of each land plot when uploaded to the system.
According to Mr. Hung, one of the "bottlenecks" that has been initially untied is the determination of information on cases where land use right certificates are being mortgaged at credit institutions. Localities review, make specific lists and transfer them to the Provincial Land Registration Office for coordination in handling and comparing information.
Tuyen Quang province aims to complete the construction of a land database throughout the area in 2026, to serve digital transformation and administrative reform.
