The new Government has issued Decree No. 27/2026/ND-CP regulating the national database on cadres, civil servants, and public employees.
In which, regulations on the principles of building a national database on cadres, civil servants, and public employees are based on Article 4.
Article 4. Principles of construction
1. Data in the National Database on cadres, civil servants, and public employees must be regularly updated and exploited.
2. Clearly define the scope of data on cadres, civil servants, and public employees in the National Database and clearly define the roles of data components to have a basis for determining data sources, responsibilities for synchronization and data sharing of agencies and organizations to ensure data unity and common use between information systems and databases.
3. Ensuring effective and timely service for State management work; policy and legal planning work; leadership, direction, and administration work of management levels on cadres, civil servants, and public employees; simplifying dossiers and documents in administrative procedures related to cadres, civil servants, public employees and serving national digital transformation.
4. Clearly define the scope and responsibilities for building the National Database on cadres, civil servants, and public employees with cadre, civil servant, and public employee management information systems.
5. Comply with the provisions of law on data, electronic transactions, personal data protection; network security; protection of state secrets and the provisions of law on investment in information technology application and digital transformation.
