Sir, what work has been carried out since the Prime Minister launched the Program to eliminate temporary and dilapidated houses (NT, NDN)?
- Up to now, the Prime Minister, ministries and central agencies have issued 16 documents to direct and guide the implementation of eliminating NT and NDN nationwide. 50 localities have issued plans to implement and launch the emulation movement to eliminate NT and NDN; 4 localities (Hanoi, Hai Phong, Quang Ninh, Vinh Phuc) have proposed not to issue plans because there are no NT and NDN.
As of January 6, 2025, 31 localities have organized programs to launch the elimination of NT and NDN in the area with a mobilized budget of over 2,316 billion VND. According to the updated results of 42 localities on the reporting software, as of January 12, 2025, 84,888 NT and NDN houses have been supported. Of which: 48,989 houses have been inaugurated and 35,8992 new houses have been started (Housing support for people with revolutionary contributions is 5,196 houses; housing support under 2 national target programs is 50,909 houses; housing support under the Program to launch the elimination of temporary houses and dilapidated houses is 28,783 houses).
Regarding the results of resource mobilization, up to now, 12 localities have received support from 12 units with a total budget of 1,370 billion VND (reaching 40% of the allocation plan). According to the report of the Central Committee of the Vietnam Fatherland Front, as of January 2, 2025, the Central "For the Poor" Fund has received over 72,452 billion VND in support for eliminating temporary houses, dilapidated houses, etc.
Sir, what is the overall task left to do?
- Up to now, after reviewing the whole country, there are still over 400,000 NT and NDN houses. We are in the peak 450-day and night campaign to eliminate NT and NDN with the goal of completing all 3 major tasks: Supporting housing for people with meritorious services who have difficulty in housing (about 200,000 houses left) using the State budget; supporting housing for the poor and ethnic minorities according to national target programs (about 88,000 houses left); eliminating NT and NDN for people outside the 2 support groups above (including 153,881 NT and NDN houses of poor and near-poor households with a minimum budget for implementation of about 6,500 billion VND).
Previously, NT and NDN efforts were implemented in Programs 134, 135, 167... but they were only short-term programs. Later, there was the National Target Program for Sustainable Poverty Reduction and the Program for Socio-Economic Development in Ethnic Minority Mountainous Areas, but the two programs were not comprehensive.
Vietnam's goal of eliminating poverty and unemployment by 2025 represents great historical significance, high determination, and requires a large mobilization of resources.
Resources have two parts: One is social mobilization. Two is that the Government recently reported to the National Assembly to allow the use of the 5% savings source on regular state budget expenditures in 2024 (about 5,000 billion VND).
Up to this point, which localities have done well in eliminating NT and NDN, sir?
- Bac Ninh is the locality that sets the target of completing the elimination of NT and NDN the earliest (no later than February 3, 2025); 7 localities determined to complete in the second quarter of 2025 (Lao Cai, Thai Nguyen, Khanh Hoa, Binh Thuan, Kon Tum, Tay Ninh, Long An); 12 localities determined to complete in the third quarter of 2025 (Ha Giang, Tuyen Quang, Thai Binh, Nghe An, Quang Binh, Thua Thien - Hue, Da Nang, Gia Lai, Tien Giang, Can Tho, Soc Trang, Ca Mau).
Even though Ha Giang set a plan for August 30, local leaders are determined to finish by June 30. Ha Giang is a difficult locality but has done very well, mobilizing resources in terms of money, people's strength, civil servants, party members and local forces such as women, youth, the front, armed forces... According to the review, in addition to the national target program, Ha Giang still has about 2,900 temporary and dilapidated houses; the locality said that about 1,900 houses can be built before Tet.

Currently, 58/63 localities have decided to establish and strengthen provincial Steering Committees; 5/63 localities (Hanoi, Hai Phong, Quang Ninh, Ho Chi Minh City, Ba Ria - Vung Tau) reported that they did not establish a Steering Committee because the localities no longer have temporary or dilapidated houses.
There are 33 localities that have issued regulations on the organization and operation of the Provincial Steering Committee.
474 districts have established district-level steering committees; 6,054 communes have established commune-level steering committees.
