Recently, the Party Committee of Ba Diem commune organized a Conference of the Executive Committee of the Commune Party Committee (expanded) to assess the organizational and operational situation after the operation of the 2-level local government model, and at the same time consider the plan to arrange the administrative unit of Ba Diem commune.
Ba Diem commune was established on the basis of merging 3 communes Ba Diem, Xuan Thoi Thuong and Trung Chanh (former Hoc Mon district).
Currently, the commune has more than 204,000 people, the most populous among the communes of Ho Chi Minh City. However, the natural area of the commune is only about 27.36 km2, lower than the minimum area standard of 30 km2 for commune-level administrative units.
According to the submission of the arrangement plan, from the actual conditions and management requirements, the continued merger of Ba Diem commune with adjacent administrative units in the current period is not necessary.
Therefore, the Commune Party Committee proposed not to merge Ba Diem commune with adjacent administrative units, keeping the current natural area, population size and administrative boundaries.
This plan is proposed to create conditions to continue to consolidate and improve the organizational structure, improve the efficiency, effectiveness, and efficiency of state management and implement the Project to establish Ba Diem ward.

After discussion, delegates attending the conference voted and agreed not to merge Ba Diem commune with adjacent administrative units in the current period.
The results of the conference will be reported by the Party Committee of Ba Diem commune and proposed to the Standing Committee of the Ho Chi Minh City Party Committee for approval by the Organization Committee of the Ho Chi Minh City Party Committee before August 30, 2026.
Ba Diem commune is one of 29 communes that have been agreed upon by the Standing Committee of the Ho Chi Minh City Party Committee to establish wards.
If transferred from commune to ward, Ba Diem will no longer apply the minimum area standard of 30 km2 of commune-level administrative units but will apply the area standard for wards of 5.5 km2.
With an area of 27.36 km2, Ba Diem commune when converted into a ward will far exceed the area standard.
Similar to Ba Diem, Long Hai commune is also a locality that has not met the standards for area but has agreed to propose not to merge with neighboring units.
Long Hai commune was established from Long Hai town and Phuoc Tinh, Phuoc Hung communes (old Ba Ria - Vung Tau province). The commune currently has more than 109,000 people, an area of 27.93 km2, not meeting the area standard for commune-level administrative units.
At the Conference of the Executive Committee of the Commune Party Committee (expanded), the plan not to merge Long Hai commune with neighboring communes and wards was voted on by delegates with a 100% unanimous vote.
Previously, Long Hai commune was also agreed upon by the Standing Committee of the Ho Chi Minh City Party Committee to establish a ward.
According to the direction of the Ho Chi Minh City Party Committee on continuing to study the plan to arrange commune-level administrative units, Party committees of communes, wards, and special zones must send reports proposing plans to the Standing Committee of the City Party Committee through the Organization Committee of the City Party Committee before August 30, 2026.
The Ho Chi Minh City Development Research Board develops a thematic report, analyzes the current situation and proposes plans, to be completed before August 30, 2026.
The Organization Committee of the City Party Committee coordinates, monitors, urges and summarizes reports to the Standing Committee of the City Party Committee before September 5, 2026.
