In recent days, many Party committees of communes, wards, and special zones in Ho Chi Minh City have organized expanded Party Committee Executive Committee meetings to comprehensively assess the organizational and operational situation after the operation of the 2-level local government model; and at the same time discuss plans to arrange commune-level administrative units.
The results at the conference will be reported and proposed by the Party Committees of communes, wards, and special zones to the Standing Committee of the Ho Chi Minh City Party Committee through the Organization Committee of the Ho Chi Minh City Party Committee.
Saigon Ward has a natural area of 3.038km2 (lower than the standard of 5.5km2), with a population of 41,594 people, divided into 11 neighborhoods.
As a central core ward, the area concentrates more than 10,000 businesses and about 4,600 business households.
From the practical operation and opinions at the conference, Saigon ward proposed to maintain the current stability of administrative boundaries. According to the locality, this is to limit unnecessary impacts, avoid disruption and ensure the quality of service for people and businesses.
Binh Thanh ward has an area of 3.32km2 with about 126,300 people. At the conference, delegates assessed that after one year of operation, the ward's apparatus has gradually stabilized and operated more and more orderly. Administrative reform and digital transformation have been promoted, and the quality of service for people and businesses has gradually improved.
From the actual results, delegates believe that maintaining the current organization and administrative boundaries will contribute to maintaining the stability of the apparatus, limiting disruptions in management, and creating conditions to improve service quality and people's satisfaction. On that basis, the conference unanimously proposed not to merge administrative units in the current period.
Tan Dinh Ward has an area of 1.23km2, a population of 52,209 people, including 15 neighborhoods and 11 public non-business units.
This is an area with many commercial and service establishments, schools, religious and belief establishments, and important traffic routes. The ward currently has 11,965 businesses and business households operating, including 7,681 businesses and 4,284 business households.
From practical operation, the Tan Dinh Ward Party Committee realizes that in the immediate future, there is no need to adjust or arrange administrative boundaries.
Binh Thoi Ward has an area of 1.52km2, with a population of more than 76,000 people. Opinions at the conference unanimously agreed that maintaining territorial stability in the current period will help the locality continue to consolidate the apparatus, focus resources on socio-economic development, administrative reform, digital transformation and care for people's lives.
The voting results showed that 100% of delegates unanimously proposed not to merge the administrative unit of Binh Thoi ward in the current period.
After merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City currently has 168 commune-level administrative units, including 113 wards, 54 communes and 1 special zone.
The city currently has 54 commune-level administrative units that have not met the criteria for area or population according to Resolution 112/2025 of the National Assembly Standing Committee.
In which, the Con Dao special zone and Thanh An island commune have not met the criteria for population; 52 communes and wards have not met the standards for area.
Previously, the Ho Chi Minh City Party Committee requested to continue to study the plan to arrange commune-level administrative units in the area.
According to the direction, communes, wards, and special zones must send proposal reports to the Standing Committee of the City Party Committee through the Organization Committee of the City Party Committee before August 30, 2026.
The Ho Chi Minh City Development Research Board is assigned to develop a thematic report, analyze the current situation and propose a plan, to be completed before August 30, 2026.
The Organization Committee of the City Party Committee is responsible for coordinating, monitoring, urging and summarizing reports to the Standing Committee of the City Party Committee before September 5, 2026.
