Ho Chi Minh City People's Committee has just issued a plan to implement compensation, support, and resettlement for the project to expand Hanoi Highway and National Highway 1.
According to the plan, Ho Chi Minh City aims to complete compensation and site clearance work for each section of the route.
The section from Rach Chiec bridge to Thu Duc intersection (Station 2) must be completed on June 20, 2026.
The section from Thu Duc intersection to the border of Binh Duong province (before the administrative unit arrangement) will be completed on July 15, 2026.
The section in the old Binh Duong province must be completed by November 30, 2026.

The project to expand Hanoi Highway and National Highway 1 has a total length of about 15.7km, stretching from Saigon Bridge to Tan Van intersection. The project was started in 2010 in the form of BOT (build - operate - transfer).
Initially, the project had a total investment of 2,516 billion VND. By 2016, the total investment was adjusted to more than 4,900 billion VND.
According to the design, the entire route is expanded to 12 to 16 lanes, divided into three sections including: Saigon - Binh Thai bridge, 6.2km long; Binh Thai - Station 2, 5.3km long and Station 2 - Tan Van, 4.2km long.
The project is expected to be completed after 36 months from receiving sufficient land. However, to date, only the first two sections are basically completed, while the final section is still unfinished due to many years of obstacles in land acquisition and compensation for people.
For the project part in Thu Duc City (old), site clearance has basically been completed and the site has been handed over to the investor for construction. Currently, only 27 households have not handed over land within the parallel road scope, including 26 households in Tan Phu ward and 1 household in Phuoc Long ward.

Meanwhile, the section passing through Dong Hoa ward (Di An city, former Binh Duong province) is still the biggest bottleneck of the project.
This area belongs to the compensation and site clearance project to recover land along Hanoi Highway to serve the construction of Metro Line No. 1 (Ben Thanh - Suoi Tien). The project was initially invested by the Ho Chi Minh City Traffic Construction Investment Project Management Board, using state budget capital.
Since 2016, the implementation costs have been transferred to capital sources advanced by CII Company according to the BOT contract appendix of the Hanoi Highway expansion project. Compensation and site clearance work has been implemented in two phases.
Phase 1 includes 119 cases of households and organizations that have completed compensation and site clearance work.
Phase 2 includes 203 cases, of which compensation has only been paid to 56 cases. Some cases have land overlapping with other projects in the area, causing the handling progress to be prolonged.
There are still 136 cases where land acquisition decisions have not been issued. According to a report from the Ho Chi Minh City Department of Agriculture and Environment sent to the Ho Chi Minh City People's Committee on August 29, 2025, the compensation, support and site clearance costs for the remaining cases are estimated at about 3,045 billion VND.
