The project to expand Hanoi Highway and National Highway 1 has a total length of 15.7km, from Saigon Bridge to Tan Van intersection, started in 2010 in the form of BOT (build - operate - transfer).
Initially, the project was approved by the Ho Chi Minh City People's Committee with a total investment of 2,516 billion VND and in 2016 it was adjusted to increase to more than 4,900 billion VND.
According to the design, the road is expanded to 12 - 16 lanes and divided into three sections. In which, the section from Saigon Bridge to Binh Thai intersection is 6.2km long; the section from Binh Thai to Tram 2 intersection is 5.3km long; the section from Tram 2 intersection to Tan Van is 4.2km long.
The project is expected to be completed after 36 months from the date of site handover. However, so far only the first two sections have been basically completed, while the final section is still unfinished due to problems with compensation and site clearance.


One of the items that cannot be put into operation is the underpass on the right parallel line of Hanoi Highway, the Tram 2 intersection area in the direction from Saigon Bridge to Dong Nai. The project is about 400m long and is currently facing land issues for 21 households in Tang Nhon Phu ward.
According to Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII) - the project investor, if the full site is handed over, this item will only take about 3 months to complete and put into use.

Meanwhile, the section from the main gate intersection of Ho Chi Minh City National University to Tan Van intersection still has about 11.5ha of land that cannot be recovered, affecting the construction of the left parallel line. For the right parallel line, only about 500m in front of the Mien Dong Bus Station area has been deployed.
Statistics show that this area still has 205 cases, including 203 cases in Dong Hoa ward, one case in Linh Xuan ward and one case in Phuoc Long ward.
Leaders of Dong Hoa ward said that the above cases belong to Binh Thang ward, Di An city (Binh Duong province before). Due to the project being stalled for a long time, this area has lost 71 out of a total of 80 land clearance milestones, forcing functional agencies to restore the milestones to continue implementing land acquisition procedures.

Recently, the Office of the Ho Chi Minh City People's Committee issued a notice of the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Hoang Nguyen Dinh at the meeting to review the progress of compensation and site clearance for the project.
Accordingly, the People's Committee of Tang Nhon Phu ward is assigned to continue to mobilize and persuade the remaining 21 households to hand over the land before July 25, 2026.
Phuoc Long and Linh Xuan Ward People's Committees are requested to urgently review legal documents and complete the mobilization of the remaining households to hand over the land according to the assigned deadline.
Ho Chi Minh City leaders also requested Ho Chi Minh City National University to coordinate with Dong Hoa Ward People's Committee to urgently hand over the boundary, organize marker planting on the ground to serve inventory, compensation, site clearance and deploy the next steps of the project.
For 71 cases requiring resettlement by land plots, the Ho Chi Minh City People's Committee assigned the Department of Construction to preside over and coordinate with relevant units to review appropriate resettlement arrangement plans.
This is the basis for the Ho Chi Minh City Traffic Construction Investment Project Management Board to soon complete the project adjustment dossier and submit it to competent authorities for consideration according to regulations.
