Previously, Mr. C.V. L reflected on the fact that the functional agency of Nam Ninh Hoa commune resolved the dossier of changing land use purpose to residential land for a long time.
According to a report by the Economic Department of Nam Ninh Hoa commune, after implementing the 2-level local government model, the number of dossiers transferred from the old unit is very large. At the same time, the unit still has to receive and process arising dossiers daily, causing the number of dossiers to increase sharply.
In addition, the number of professional staff is still lacking, the workload is large while the capacity of some staff is still limited, so the resolution of dossiers is slow, including the dossier of Mr. C.V. L.
Also according to the Economic Department of Nam Ninh Hoa commune, the settlement of dossiers is still hindered due to incomplete land price lists in the area.
Specifically, according to Resolution No. 15/2025 of the Khanh Hoa Provincial People's Council on regulations on land price lists applied from January 1, 2026 in the province, Nam Ninh Hoa commune still lacks land prices in 2 areas including Suoi Sau village and Provincial Road 5 area passing through the old Ninh Tan commune.
Meanwhile, Mr. N.D. Q's land plot proposed to change the land use purpose is located in the area of Provincial Road 5 through the old Ninh Tan commune, so there is no basis to determine land price to resolve the dossier.
Regarding this content, Nam Ninh Hoa Commune People's Committee has issued a document contributing opinions and proposing to supplement land prices in the above 2 areas.
Currently, Khanh Hoa Provincial People's Committee has summarized, supplemented and is submitting to the Provincial People's Council to sign a decision to correct the land price list.
After the Provincial People's Council issues a decision to rectify, the Economic Department of Nam Ninh Hoa commune will resolve citizens' dossiers as soon as possible.
