On the morning of September 7, a video appeared on social networks recording images of a Hyundai brand car, license plate 14A-506.xx, parked in the yard of Ly Thuong Kiet Elementary School, facility 3, Viet Hung ward.
In the narrow schoolyard, students are standing in line right next to the car to participate in the flag salute.
Under the post, some comments expressed concern that parking cars in this area affects the common living space, the solemnity of the flag salute ceremony and the safety of students; suggested reviewing and arranging suitable parking spaces in schools.
After receiving the feedback, Viet Hung Ward People's Committee issued Official Dispatch No. 3221/UBND-VHXH on verifying information on car parking in the flag salute area at Ly Thuong Kiet Elementary School.
According to the document, the Ward People's Committee received feedback on the Quang Ninh 24/7 Fanpage, along with images and clips about the fact that during the time Ly Thuong Kiet Elementary School (facility 3) students performed the flag salute ceremony, there were cars parked in the area right next to where students were gathering to salute the flag.
The Ward People's Committee requested the principal of Ly Thuong Kiet Elementary School to organize verification and clarify the reflected content; Inspect and verify the time, location, and diễn biến of the incident; identify vehicles and related individuals.
Is the parking and stopping of vehicles in the above area in accordance with the school's regulations and requirements to ensure order, safety, and solemnity in flag salute activities or not; Clarify the responsibilities of relevant individuals.
Based on the verification results, if violations or shortcomings are identified, request the Principal of Ly Thuong Kiet Elementary School to organize a serious review of the individuals involved; clearly identify responsibilities and causes; Have appropriate forms of handling and rectification according to their authority and current regulations and report the results to the Ward People's Committee on September 7, 2026.
