The Ministry of Agriculture and Environment is seeking opinions on the Draft Regulations on the roadmap for applying national technical regulations on automobile emissions in circulation in Vietnam. One of the notable new points is that the new emission standards will be applied nationwide, in which Hanoi and Ho Chi Minh City will take the lead with a more strict roadmap.
Accordingly, the emission standard is divided into 5 levels (equivalent to Euro standards), of which level 5 is the most strict. Cars manufactured from 2022 will apply level 4 from 2026. In particular, vehicles registered in Hanoi and Ho Chi Minh City will have to meet the 5 level from 2027, while other provinces and cities will apply the 5 level from 2028.
For cars manufactured from 2017, Hanoi and Ho Chi Minh City will apply level 4 from 2026; meanwhile, other provinces and cities only require level 3 from the same time. This means that the two major cities will implement emission standards earlier and more strictly than the rest of the country.
When the new regulation takes effect, Article 4 of Decision No. 16/2019/QD-TTg related to emission regulations will be officially abolished.
The draft also proposes to assign the Ministry of Agriculture and Environment to continue researching and developing regulations to improve national standards and technical regulations on automobile emissions based on the actual situation, and submit to the Prime Minister for announcement the next roadmap.
Accordingly: The Ministry of Construction will preside over the organization of inspection and certification of vehicles meeting emission standards according to regulations, and at the same time supervise the operations of inspection facilities in automobile emission inspection, ensuring compliance with regulations on technical safety and environmental protection.
The Ministry of Industry and Trade is assigned to develop a plan and roadmap for fuel supply and quality control in accordance with technical regulations, and report to the Prime Minister in September 2025.
The Ministry of Science and Technology will review and amend national technical regulations on fuels; at the same time, adjust regulations related to the recognition and designation of inspection and approval of emission measurement equipment in accordance with the new roadmap.
The Ministry of Public Security organizes inspections and supervision of compliance with automobile emission regulations and strictly handles violations according to the law.
Based on local socio-economic conditions and environmental protection requirements, provinces and cities can apply stricter emission standards than general regulations, ensuring compliance with the Law on Environmental Protection and the Law on Road Traffic Order and Safety.
The draft regulating the roadmap for application and technical regulations for automobile emissions is currently being widely consulted by ministries, branches and localities. It is expected that the Ministry will submit to the Government for promulgation regulations around May or June 2025.
