Accordingly, at 7:40 a.m. on March 23, the working group of Road Traffic Police Team No. 6 conducted a patrol and control on Mieu Dam - Do Duc Duc Street (Nam Tu Liem District, Hanoi). At that time, the working group discovered a man driving a homemade vehicle.

The working group then stopped the vehicle for inspection. Through verification, the driver was H.V.T (born in 1972, from Quynh Phu, Thai Binh). Driver T. said that the type of vehicle he was driving was homemade agricultural machinery, not licensed to operate.
He was hired to drive a farm vehicle carrying construction materials. According to the male driver, driving in small alleys and alleys is to avoid being handled by the authorities.

Previously, on the evening of March 21, Road Traffic Police Team No. 6 also discovered and fined a driver driving a homemade vehicle up the elevated Ring Road 3 - a road reserved only for cars, with a maximum speed of 80-100km/h in each section.
