haven't received a salary for several months
According to the reflection of many teachers (signed labor contracts under Decree 111/2022/ND-CP dated December 30, 2022) in some localities of Thanh Hoa province, for the past few months (from January 2025 to present), they have not received their salaries.

"I was signed a contract under Decree 111 at the end of 2024, and in the last months of 2024, I will receive full salary. However, since January 2025, teachers in our group have not received their salaries, making life difficult" - a contract teacher in Hoang Hoa district said.
According to the teachers, in addition to the delay in paying monthly salaries, they are now more worried because they have just received a notice about an adjustment of the contract signing period, reducing it from 12 months to 9 months.
"I was signed a teaching contract under Decree 111 from September 2024, the contract period is 12 months, and the contract will not expire until the end of August 2025. However, the school recently announced and issued a contract model to adjust the contract period down from 12 months to 9 months. That is, by May 31, 2025, the contract will expire and I will not sign for 3 summer months" - a teacher in Yen Dinh district said.
Teachers also expressed that according to the new contract, the contract will be cut by 3 months, meaning that from June 1, 2025, they will not have jobs, no salaries and will have to wait until the beginning of the new school year to continue signing the contract. Meanwhile, at the beginning of the new school year, whether they can sign a contract or not depends on the competent authority.
According to research, the 3-month cut in labor contracts of teachers is due to December 31, 2024, the People's Committee of Thanh Hoa province decided to assign the number of contract workers working as teachers with funding support in public preschools and general education institutions according to Decree 111, implementation period from January 1, 2025 to May 31, 2025. Therefore, units and localities have adjusted the previously signed contract term for teachers to only end on May 31, 2025.
Speaking to Lao Dong Newspaper, a representative of the Department of Education and Training of Thanh Hoa province said that the unit currently has about 200 teachers in educational institutions under contract workers according to Decree 111. Recently, the Department received feedback from teachers about the 3-month contract reduction (contract expired on May 31, 2025). Regarding this issue, the Department has proposed to the Provincial People's Committee to have a suitable plan to ensure the rights of teachers.
Spending nearly 53 billion VND to pay salaries
According to the People's Committee of Thanh Hoa province, to pay salaries to contract teachers according to Decree No. 111, dated March 25, the unit issued a decision approving the supplement to the budget for supporting salary, allowances and contributions to contract workers working as teachers (phase 1 of 2025).

The total estimated support budget is nearly 53 billion VND, from the expenditure for education, training and vocational training in the provincial budget estimate for 2025 (customity for contract teacher recruitment according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government; some other education regimes, policies and arising tasks).
According to the decision, 14 localities will receive support funds in this first phase. Of which, localities that received a lot of funding such as: Hoang Hoa district (more than 10 billion VND), Quang Xuong district (more than 7 billion VND), Nghi Son town (more than 5 billion VND), Ba Thuoc district (more than 4.5 billion VND)...
Also according to the decision, the Department of Finance is fully responsible before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee and inspection, examination, auditing agencies and relevant agencies for the accuracy, legality, approval authority of the content of the consultation, appraisal, reporting data and ensuring the conditions, standards, and norms in accordance with regulations.
For the People's Committees of districts and towns that are allocated additional funding, responsible for managing and using funds allocated in accordance with regimes, policies, conditions, standards, norms, targets, and subjects; saving, efficiency, publicity, transparency, preventing loss and waste, and implementing settlement in accordance with current regulations.
