Accordingly, at around 5:56 p.m. on March 21, through the traffic surveillance camera system, the Road Traffic Police Team No. 6 - Hanoi Traffic Police Department discovered a man driving a homemade three-wheeled vehicle on the elevated Ring Road 3, from Khuat Duy Tien to Pham Hung.
As soon as it was discovered, Lieutenant Colonel Pham Van Chien - Captain of Road Traffic Police Team No. 6 - requested the patrol team on the route to organize forces, pick up the holes, and immediately stop the three-wheeled vehicle mentioned above to handle and promptly prevent acts that cause traffic insecurity.
Just a few minutes later, at the Pham Hung - Cau Giay intersection, the working group of Road Traffic Police Team No. 6 stopped the violating vehicle.
Through verification, the driver was identified as N.V.H (born in 1993, residing in Bac Tu Liem District, Hanoi City).
Based on the violation, the working group drew up a record of administrative violations for the three-wheeled vehicle driver for the following violations: driving a vehicle onto the highway; driving a self-produced or assembled vehicle in violation of regulations to participate in traffic.
According to Decree 168/2024/ND-CP, for the above violations, violators will be fined from 4 - 6 million VND and have 6 points deducted from their driving license. The violating vehicles were confiscated.

"The elevated Ring Road 3 is a highway, reserved only for automobiles, with a maximum speed of 80-100km/h in each section. At both ends of the route, there are signs prohibiting motorbikes, motorbikes and pedestrians.
The behavior of the above-mentioned three-wheeled vehicle operators in violation of the law poses a great risk of accidents. Therefore, it is necessary to promptly prevent and strictly handle according to the law," said Lieutenant Colonel Pham Van Chien.
