On the afternoon of April 21, the Ministry of Construction issued an official dispatch on strengthening transportation and ensuring traffic order and safety during the holidays.
Accordingly, agencies and units in the industry are required to proactively stick to the actual situation and synchronously implement solutions to better serve the travel needs of people.
One of the key contents is to require transport businesses to develop plans to increase vehicles, especially on routes connecting to railway stations, airports, bus stations, and train stations. The goal is not to let passengers lack means of transportation during peak seasons.
The Ministry of Construction also emphasized strengthening inspection and supervision of the implementation of declaration and listing of freight rates, train and bus ticket prices in accordance with regulations. Violations, especially taking advantage of fuel price fluctuations to unreasonably increase ticket prices, will be strictly handled.
Specialized management departments are assigned to directly direct and inspect the implementation in localities and related units.
At the same time, these units must effectively organize the implementation of transport management solutions, reduce traffic accidents, and develop reasonable traffic organization plans to limit congestion, especially on routes connecting Hanoi, Ho Chi Minh City, highways and major traffic hubs.
For localities, the Departments of Construction of provinces and cities are assigned to preside over and coordinate with the police force and local authorities to strictly manage transport activities.
The control of transportation costs must be consistent with fuel price fluctuations, and at the same time develop a plan to increase vehicles to meet travel needs before, during and after the holidays.
Notably, the Ministry of Construction requests to strengthen inspection and strictly handle violations in transport business, especially contract vehicles, fixed-route passenger cars, inland waterway transport and operations at bus stations, train stations, airports, and seaports.
The work of controlling freight rates has been tightened, requiring the full implementation of declaration, listing and selling tickets at the correct regulated prices.
Cases of taking advantage of fuel price increases to increase fares against regulations and profiteering will be strictly handled. At the same time, functional agencies are also required to coordinate in health quarantine, anti-smuggling, trade fraud, especially smuggling of gasoline and oil across borders.
In addition, transport units, bus stations, ports and inland waterway ports must develop plans to increase vehicles, arrange sufficient personnel, and apply information technology to optimize operations and save costs. The introduction of vehicles or drivers who do not meet the conditions for transport business is strictly prohibited.
The Ministry of Construction also requests strict supervision of the driver team, ensuring compliance with regulations on speed, driving time, and carrying the correct number of people. Long-distance routes, especially double-decker sleeper buses, must arrange reasonable rest time, ensuring passenger safety.
In parallel with that, localities need to review traffic infrastructure safety conditions, supplement sign systems and warning equipment on dangerous roads, mountainous areas, foggy areas, and limited visibility. Traffic diversion and regulation work must be carefully prepared and promptly handled when incidents occur, not allowing prolonged congestion.
For the aviation and railway sectors, relevant units are required to increase flights on peak days, ensuring to meet passenger travel needs. At the same time, it is necessary to minimize delays and cancellations, especially during and after the holidays.
With a series of synchronous solutions, the Ministry of Construction aims to both ensure people's travel needs and strictly control transportation activities, in which it especially emphasizes strictly handling the situation of unreasonable fare increases, contributing to stabilizing the transportation market during peak holidays.
