After the implementation of the project "Lake embankment of the special national relic Quang Tri Citadel" including the restoration and reinforcement of the entire lake embankment inside the Citadel and the lake embankment outside, the current state of the lake is falling into a jagged state.
Real-world records right at the main entrance to the relic, when the water was still shallow, there were many concrete blocks, stone blocks, cement bags, wooden planks and tarpaulins scattered under the lake. Even in some locations, bags of soil built during the water blocking process to construct embankments from before were still intact, forming sections with large volumes of soil, making the lake significantly higher than other locations.
Under the citadel moat system surrounding Quang Tri Citadel at the position of Phan Dinh Phung street intersecting Hai Ba Trung street, a thick layer of soil is also appearing. The messy situation has existed for several months but has not been resolved. It is worth mentioning that if at the time the project was under construction, when the access road to the citadel moat was still open, cleaning and excavating the soil and garbage layer to take them out was very easy.
To carry out cleaning at this time, functional units may have to use a crane method to bring cars down to the lake, which is extremely complex and costly.
Mr. Nguyen Thanh Binh - Head of the Veterans Association of Quarter 4, Quang Tri Ward - said that every day he comes here and sees that the sanitation in the lake is too dirty. Agreeing with this view, Ms. Cap Thi Thien Trang, Head of the Management Board of the Relic Site of General Secretary Le Duan's Memorial and Quang Tri Ancient Citadel, expressed that the existence of piles of soil, rocks, and garbage under the lake makes it difficult for the unit to use, seriously affecting the landscape.
Provincial People's Committee urgently directs, investors get involved in survey
Receiving information reflected by Lao Dong Newspaper about the current situation of construction waste under the Citadel lake, on May 26, 2026, Quang Tri Provincial People's Committee requested the Provincial Construction Investment Project Management Board (investor of the Quang Tri Citadel Special National Relic Lake Embankment project) to inspect and resolve it in accordance with regulations, and at the same time respond information to Lao Dong Newspaper and report the results to the Provincial People's Committee.
Accepting urgent instructions from the Provincial People's Committee, on May 26, the Quang Tri Provincial Construction Investment Project Management Board and the construction unit of the Citadel embankment reinforcement project were present at the scene to conduct a field survey of the lake bed.
Mr. Truong Huu Hieu - Deputy Director of the Quang Tri Provincial Construction Investment Project Management Board - said that a part of mortar has existed from previous restoration projects, besides that, there is still a quantity of soil and garbage from the current project that has not been completely cleaned up by the contractor. Mr. Hieu affirmed that the unit has directed the construction contractor to urgently mobilize manpower and equipment immediately this week to carry out cleaning and thoroughly treat all construction waste and sludge accumulated in the lakebed. The investor is committed to closely monitoring the contractor's recovery process.
