On September 19, speaking with a reporter from Lao Dong Newspaper, a representative of the People's Committee of Nga Son Commune, Thanh Hoa Province, said that they had issued a decision to sanction administrative violations in the field of land against Mr. Nguyen Van Tung - the owner of a cow farm in Thang Thinh Village, Nga Son Commune.

According to the decision, Mr. Tung was administratively fined 4 million VND for converting rice-growing land to other purposes without permission from the competent authority. Specifically, Mr. Nguyen Van Tung received the transfer of 9,600m2 of rice land from surrounding households to build a 1.8m high surrounding wall, build a concrete - iron frame, and roof with corrugated iron on an area of 4,450m2, covered with nylon about 5,000m2.
The People's Committee of Nga Son commune requested Mr. Tung to restore the original state of the land before the violation, the deadline for implementing remedial measures is 10 days, starting from September 17.
People in Thang Thinh village have previously expressed their anger at Mr. Tung's cow farm raising hundreds of cows, causing pollution and a foul smell. According to the reflection, for many years, the cow farm has often spread the strong smell of feces and urine. On hot days, even when the doors are closed, the stench still sticks in the house, surrounded by flies and mosquitoes, seriously affecting people's lives.
People also said that the cow farm operates without a license, was built in violation of regulations and did not have a waste treatment system that meets standards. Despite repeated petitions, the matter has not been completely resolved.
According to Lao Dong Newspaper's reporter at the end of August 2025, the cow farm is thousands of square meters wide and located next to a residential area, including two rows of iron houses with hundreds of cows in captivity. Right next to the residential area are piles of high-value cow dung, emitting a strong smell; there is also a black pond in the farm.
