On June 27, information from the Department of Agriculture and Environment of Nghe An province said that the unit had just reported on the state management of minerals and mineral activities in the province from 2020 to present.
According to reports, as of the present time, Nghe An province has 289 valid mineral exploitation licenses. Of which, 57 licenses are issued by the Ministry of Agriculture and Environment, and 232 licenses are issued by the People's Committee of Nghe An province.
Among these, there are 60 sand and gravel mining licenses; 49 filling soil mining licenses. Currently, there are still 54 licenses that are suspended or not yet operating.

Regarding mineral processing activities, the whole province has 5 cement factory projects with a total designed output of 7.8 million tons/year; 32 establishments and projects with a designed capacity of 5.05 million tons/year, the actual crushed output reaches about 2.4 million tons/year. In addition, Nghe An has 155 establishments, workshops and 27 factories with a total designed capacity of over 700 million pellets/year.
From 2021 to the end of May 2026, the mineral sector contributed more than 6,323 billion VND to the Nghe An provincial budget.
From 2020 to June 16, 2026, the province has advised on issuing 83 exploration licenses and 93 mineral exploitation licenses. The auction of mineral exploitation rights has also been promoted. From 2019 to the end of 2025, the province approved 117 auction areas with a total area of 1,126.43ha; of which, 93 areas have been successfully auctioned.
Mineral planning for the period 2021 - 2030 has also been synchronously integrated into the planning of Nghe An province.
Notably, inspection, examination and fight against violations in mineral activities are being implemented drastically. From 2020 to now, inspection teams from the Central and local levels have inspected 139 organizations, fining a total amount of more than 51 billion VND.
In 2025 alone, the Nghe An Provincial Police force discovered and handled 175 cases with 190 violators in the field of minerals; administratively fined more than 4.1 billion VND. Functional agencies also temporarily seized and confiscated 38 motorboats, 34 excavators, 67 cars and 70,000 tons of minerals.
Besides the achieved results, mineral management in Nghe An province still faces many difficulties and obstacles.
Nghe An province proposes that the Government and ministries and sectors direct the amendment and consolidation of relevant laws and decrees to facilitate localities in the process of updating and implementing. The province also proposes to issue a separate decree on auctioning mineral exploitation rights due to the specific nature of this field.
In addition, Nghe An proposed to have a separate field mine allocation mechanism for group IV minerals in the direction of simplifying registration procedures, not requiring exploitation licenses; and at the same time allowing the raw material area to be considered as an item of key public investment projects right from the stage of preparing feasibility study reports.
