On February 28, information from Traffic Police Team No. 1, Traffic Police Department of Thanh Hoa Provincial Police said that the unit has intervened to verify and clarify people's reflections on a blue-plated car with license plate 36A-000.xx carrying bulky goods when traveling on the road, posing a potential risk of traffic unsafety.

According to Traffic Police Team No. 1, through verification, the police force determined that the above car belonged to the Kim Tan Commune Public Administration Center, Thanh Hoa province. The vehicle driver is Mr. Duong Van L. (born 1983, residing in Kim Tan commune).
During the working process, functional agencies determined that the driver violated the following errors: driving the vehicle to line up on the roof of the cockpit; the vehicle had expired the technical safety and environmental protection inspection certificate for 1 month or more; no civil liability insurance certificate of the motor vehicle owner.
For the above acts, Mr. Duong Van L. was fined a total of 6.2 million VND and had 2 points deducted from his driver's license.
In addition, through verification, the blue license plate car previously belonged to the Thach Thanh district-level agency (old). After implementing the arrangement of the administrative unit, the vehicle was transferred to Kim Tan commune for management and use. However, the unit has not carried out the procedures for transferring ownership according to regulations.
For the offense of handing over the vehicle to the driver when the technical safety and environmental protection inspection certificate expired, Kim Tan commune was fined 22 million VND; the offense of not completing procedures to change the vehicle ownership was fined 10 million VND. The total fine for the organization is 32 million VND.
