Ha Tinh - The People's Committee of Ha Tinh province has just requested the Ministry of Transport and the Department of Roads to direct Project Management Board 4 to ensure the rights of people when construction causes cracks in houses.

On the afternoon of January 9, Mr. Hoang Van Thu - Chairman of the People's Committee of Son Kim 1 Commune (Huong Son District) - said that the People's Committee of Ha Tinh Province had just sent a document to the Ministry of Transport and the Vietnam Road Administration requesting direction for Project Management Board 4 to pay compensation to people due to the project to renovate and upgrade National Highway 8A, section Km37+00 - Km85+300, through Son Kim 1 Commune, causing cracks in many houses.

According to Mr. Thu, the above project section through Son Kim 1 commune has been basically completed, the contractor is carrying out some sub-items and the median strip. However, compensation for people whose houses and structures have been cracked due to construction has not been completed.

According to the People's Committee of Ha Tinh province, after the construction work caused cracks in houses, Project Management Board 4 (project investor) organized an inventory and calculation to compensate households whose houses and structures were damaged or suffered damage.

However, currently, many households still do not agree with the results of the inspection and calculation of compensation value.

Project Management Board 4 has committed to continue checking and calculating to ensure full compensation for households, in accordance with regulations. Construction protection has been implemented, the project has been basically completed, but the rights of the people have not been handled according to the commitment.

“To ensure the legitimate rights of people affected during the project construction process, based on the request of the People's Committee of Huong Son district, the People's Committee of Ha Tinh province respectfully requests the Ministry of Transport and the Vietnam Road Administration to direct Project Management Board 4 to promptly implement the contents committed to the people, ensuring compliance with regulations and in accordance with the actual situation,” the People's Committee of Ha Tinh province stated.

As Lao Dong reported, in early 2023, the construction of the 8km-long XL 8 package (from km59+00 - km67+00) under the National Highway 8A Renovation and Upgrade Investment Project, section km 37+00 - km 85+300, caused cracks in many houses in Son Kim 1 commune.

The investor then contacted the insurance company and hired an independent consultant to compile statistics, calculate, and then come up with a total compensation of 1.3 billion VND for 168 households whose houses were affected by the project's construction.

However, many households did not accept the compensation level because they thought it was too low. Afterwards, Project Management Board 4 continued to inspect, review, re-evaluate and recalculate the compensation level.

After reviewing, the investor determined that a total of 203 households in Son Kim 1 commune had houses and structures affected by the construction and raised the total payment to nearly 3.2 billion VND, but many households still refused to receive compensation because they thought the compensation was too low.

The investor then pledged to continue reviewing and evaluating to have the right compensation level, suitable to the reality for the people. In case the people still do not accept, they can file a lawsuit. The project needs to be protected by the government to complete the construction according to the approved schedule.
