Decree 119/2024/ND-CP of the Government regulating electronic payments for road traffic will officially take effect from October 1, 2025.
The content that is attracting much attention is Article 31 of the Decree stipulating that vehicle owners must coordinate with road toll payment service providers to convert existing toll collection accounts according to Decision No. 19/2020 dated June 17, 2020 of the Prime Minister to traffic accounts and connect non-cash payment means with traffic accounts before October 1, 2025.
Within one year (October 1, 2024 to October 1, 2025), Decree 119/2024/ND-CP stipulates that vehicle owners and toll collection service providers convert toll collection accounts to traffic accounts connecting non-cash payment means.
Article 36 of Decree 119/2024/ND-CP also stipulates that road toll payment service providers must complete the conversion of vehicle owner's toll collection account according to Decision No. 19/2020/QD-TTg dated June 17, 2020 of the Prime Minister to the traffic account connected to the vehicle owner's payment method before October 1, 2025.

With the above regulation, from October 1, 2025, car owners must have a traffic account connected to a non-cash payment method. Otherwise, vehicles will not be able to travel through the toll station.
Information on the Government's Electronic Information Portal, Mr. To Nam Toan - Head of the Department of Environmental Science and Technology and International Cooperation, Vietnam Road Administration - also said that from October 1, if the vehicle owner does not convert the toll collection account to a traffic account connected to the payment method and does not transfer money from the toll collection account to the payment method, it will be considered as not having a card and no traffic account.
Accordingly, car owners who are not eligible for electronic non-stop toll collection are not allowed to travel through non-stop toll stations.
Meanwhile, the latest data from toll service providers up to August 2025 shows that only about 30% of the total 6.3 million vehicles using automatic toll collection services do not stop making account conversion.
Currently, there are still 70%, equivalent to more than 4.4 million automobiles that have not converted to non-stop toll collection accounts.
