According to the draft roadmap for applying emission inspection of cars in circulation in Vietnam as follows:
Automobiles manufactured before 1999 apply Level 1 from the effective date of this Decision.
Automobiles manufactured since 1999 apply Level 2 from the effective date of this Decision.
Forced fire-affected motor cars and compression-ignitioned motor cars with a year of manufacture from 2017 apply Level 3 from January 1, 2026.
For cars with license plates registered with Hanoi and Ho Chi Minh City for installing extortion engines and cars with compression internal combustion engines with a year of manufacture from 2017, Level 4 will be applied from January 1, 2026.
Forced fire-affected motor cars and compression-ignored motor cars with a year of manufacture from 2022 apply Level 4 from January 1, 2026 and Level 5 from January 1, 2028.
For cars registered with license plates of Hanoi and Ho Chi Minh City for installing extortion engines and cars with compression internal combustion engines with a year of manufacture from 2022, Level 5 will be applied from January 1, 2027.

The Ministry of Agriculture and Environment is responsible for guiding the implementation of this roadmap.
Based on the actual situation, continue to research and develop regulations to improve national technical standards and regulations on emissions of cars in circulation in Vietnam to submit to the Prime Minister for announcement of the next roadmap.
The Ministry of Construction shall preside over the organization of inspection and certification of automobiles meeting the emission standards prescribed in this Decision; supervise motor vehicle inspection facilities conducting inspections of automobile emissions in compliance with this Decision in inspection and certification of technical safety and environmental protection.
The Ministry of Industry and Trade shall preside over the development of a plan and roadmap for fuel supply and fuel quality control in accordance with technical regulations and roadmaps for applying emission levels prescribed in this Decision, completing a report to the Prime Minister in September 2025.
The Ministry of Science and Technology studies and reviews national technical regulations on fuels to amend and supplement them in accordance with the roadmap for applying emission levels prescribed in this Decision.
Review regulations on recognition and designation of the organization of inspection and standardization of emission measuring devices according to the provisions of the law on measurement to amend and supplement in accordance with the roadmap for applying emission levels prescribed in this Decision.
The Ministry of Public Security organizes inspections and controls the compliance of cars with the corresponding emission levels in this Decision; handles violations according to the provisions of law.
The People's Committees of provinces and centrally run cities coordinate with relevant ministries to organize the implementation of this Decision.
Based on economic and social conditions and requirements for environmental protection in the locality, stipulate a roadmap for applying local emission levels in a more strict direction than the emission levels specified in this Decision, ensuring compliance with the provisions of the Law on Environmental Protection and the Law on Road Traffic Order and Safety.
