The Ministry of Public Security has just issued Decision No. 9093/QD-BCA on promulgating amended and supplemented administrative procedures in the field of registration and management of motor vehicles and specialized motorbikes under the jurisdiction of the Ministry of Public Security, effective from January 1, 2025.
Regarding the first-time online vehicle registration procedure for domestically manufactured and assembled vehicles, it is carried out at the provincial, district and commune levels, including 8 steps as follows:
Step 1: Vehicle owners log in with a level 2 identification account on the public service portal or the National Identification Application and accurately, completely and honestly declare the contents of the electronic vehicle registration form and follow the instructions (vehicle owners do not need to sign).
Step 2: The public service portal or the national identification application confirms the successful submission of the application, generates a public service code and sends the application to the vehicle registration and management system. The vehicle registration officer checks the information and data of the application, confirms the validity of the application and sends feedback to the public service portal.
Step 3: The public service portal or the national identification application notifies via text message, email address or notification on the national identification application (hereinafter referred to as notification) for the vehicle owner to log in with a level 2 identification account and press the license plate. The vehicle owner receives information: identification plate (selects the identification plate); confirms the auctioned license plate; or presses a new license plate on the public service portal or the national identification application.
Step 4: The public service portal or the National Identification Application notifies the issued vehicle license plate number and the vehicle registration fee amount for the vehicle owner to pay via the payment utility integrated on the public service portal or the National Identification Application;
Step 5: After successfully paying the vehicle registration fee, the public service portal and the National Identification Application will notify the vehicle owner of the completion of the fee payment;
Step 6: The vehicle registration officer receives, checks, and corrects the first-time vehicle registration data online from the public service portal, the National Identification Application transfers it to the vehicle registration and management system; prints the vehicle registration declaration, vehicle registration certificate; submits it to the competent authority for approval, signs the vehicle records, vehicle registration certificate, vehicle registration book and related documents; stamps the vehicle records. Returns the vehicle registration certificate and license plate to the vehicle owner via the public postal service.
Step 7: The vehicle owner receives notification of vehicle registration results from the public service portal and the National Identification Application. Receives the vehicle registration certificate and license plate via the public postal service and submits the Factory Quality Inspection Form (with a copy of the engine number and chassis number with the manufacturer's seal).
In case the vehicle owner does not submit or the information provided on the engine number and chassis number is inconsistent with the declared information, the vehicle owner must bring the vehicle to the vehicle registration office for inspection and receive the vehicle registration result.
In case there is no paper copy, submit a printed copy from the electronic database system of the factory quality inspection certificate with a copy of the engine number and chassis number stamped by the vehicle manufacturer.
Step 8: The vehicle registration officer receives the Factory Quality Inspection Certificate to check and compare it with the data on the vehicle registration and management system, signs to confirm the inspection and comparison on the vehicle's engine number and chassis number to save in the vehicle registration file; scans the engine number and chassis number and uploads it to the vehicle registration and management system.
How to do:
Vehicle owners declare vehicle registration on the Public Service Portal or the National Identification Application. The vehicle registration agency accepts applications during office hours.
Return results via public postal service.
The composition and quantity of documents are as follows:
Vehicle registration certificate
Vehicle owner's documents: use Level 2 Electronic Identification Application to log in on the Public Service Portal or National Identification Application.
Vehicle documents (using electronic data of Factory Quality Inspection Certificate; Electronic Invoice; Registration fee). Factory Quality Inspection Certificate (with a copy of the engine number and frame number with the manufacturer's seal).
Processing time:
Issuing vehicle registration certificate, issuing new license plate: No more than 8 working hours from the time of receiving complete and valid documents.
Issuance of vehicle registration certificate, issuance of new license plate for auction-winning vehicles, issuance of identification license plate: No more than 7 working days from the date of receipt of complete and valid documents.
The time to return vehicle registration results according to regulations is calculated from the date of receiving complete and valid documents and the vehicle registration and management system has received the verification result of completing the vehicle registration fee payment from the public service portal.
