The Ministry of Public Security issued Circular 79/2024/TT-BCA regulating the issuance and revocation of vehicle registration certificates and license plates of motor vehicles and specialized motorbikes. The Circular takes effect from January 1, 2025.

The Circular regulating vehicle license plates has the following noteworthy provisions:
Vehicle license plates comply with National Technical Regulations issued by the Ministry of Public Security.
Symbols, license plate series, size of letters and numbers on license plates of all types of vehicles shall comply with the provisions in Appendices No. 02, 03 and 04 issued with this Circular.
Arrangement of letters and numbers on license plates of domestic agencies, organizations and individuals: The first two numbers are the locality code of vehicle registration, followed by the registration series (letters); the second group of numbers is the vehicle registration order consisting of 05 natural numbers from 000.01 to 999.99.
Motorcycles are issued with a license plate attached to the rear of the vehicle, dimensions: Height 140 mm, length 190 mm.
Arrangement of letters and numbers on motorbike license plates of domestic agencies, organizations and individuals: The first group of numbers is the symbol of the locality where the vehicle is registered and the registration series. The second group of numbers is the vehicle registration order, consisting of 05 natural numbers, from 000.01 to 999.99.
The issuance of local license plate symbols must be carried out in order from low to high and all 20 series (regardless of vehicle type) of a license plate symbol must be used up before switching to a new symbol.
License plates must be produced at enterprises and license plate production facilities of the Ministry of Public Security. The production and supply of license plates are carried out at the request of the vehicle registration agency.
The initial sample license plate products (size, quality, security) must be inspected and accepted by the Traffic Police Department for product quality before being allowed to produce and supply license plates to vehicle registration agencies; during the process of producing and supplying license plates, businesses and license plate manufacturing facilities must have statistics, update data and connect and share this data with the vehicle registration and management system.
