Deputy Minister of Finance Cao Anh Tuan has just signed a document asking for opinions on amending and supplementing Decree 10/2022/ND-CP.
The draft decree amends and supplements Point c, Clause 5, Article 8 of Decree 10/2022/ND-CP on registration fees as follows:
For battery-powered electric cars, from the effective date of this Decree until February 28, 2027, the first registration fee will be applied at a fee of 0%.
The Ministry of Finance said that the amendment of the above Decree is to implement the direction of the Prime Minister (in Official Dispatch No. 1159/VPCP - KTTH dated February 14, 2025 of the Government Office).
The Ministry of Finance requests that research agencies comment on the Decree project dossier and send it to the Ministry of Finance before February 18, 2025.

Previously, Lao Dong Newspaper had many articles about the registration fee for electric cars. According to current regulations, Point c, Clause 5, Article 8 of Decree 10/2022/ND-CP stipulates the registration fee collection for battery-powered electricity plates as follows:
Within 3 years from the effective date of Decree 10/2022/ND-CP (from March 1, 2022): pay the first registration fee at a rate of 0%.
Within the next 2 years: pay the first registration fee with a fee equal to 50% of the fee for gasoline and diesel cars with the same number of seats.
According to current regulations, from March 1, 2025, battery-powered electric cars registered for the first time in Vietnam will no longer be entitled to a registration fee of 0%, but will have to pay a fee of 50% compared to gasoline and diesel cars with the same number of seats.
In order to support the development of electric cars, many experts have proposed extending the policy of exempting registration fees for electric cars.
