The Ministry of Construction has just issued Official Dispatch No. 11498/BXD-KHCNMT&VLXD to the Committee for Petitions and Supervision of the National Assembly and the Delegation of National Assembly Deputies of Hanoi City, responding to voters' petitions related to emission testing methods for diesel engine cars.
According to voters' recommendations, the emission testing method by accelerating in a short time (1 second) is causing concerns about the risk of engine and transmission failure of vehicles.
This not only causes property damage but also creates anxiety for vehicle owners when going for registration... Therefore, voters propose that the Ministry of Construction study and replace high-risk mechanical testing methods with more modern and accurate measuring equipment, ensuring both environmental protection and maintaining the durability of people's vehicles.
Answering the proposal, according to the Ministry of Construction, through reviewing regulations, technical basis and implementation situation, it is necessary to clarify the nature of the test and safety assurance measures.
The current diesel emission testing method is the method of measuring smoke according to the free acceleration cycle. This is not a new method applied, but has been used in motor vehicle testing in Vietnam for many years and is also a method still applied by many countries to detect diesel cars emitting abnormal smoke.
The operation is often called "throttle in 01 second" and needs to be understood correctly: the car stands still, the gearbox is in an intermediate position or parking position, the power transmission system does not transmit power to the wheels; the vehicle inspector only quickly delivers the throttle pedal to the end of the journey in a short time for the equipment to take a sample of exhaust gas, then must release the throttle.
Creating a short acceleration mode is necessary to detect the maximum amount of smoke that can be generated from a diesel engine. If you only accelerate slowly or partially, the measurement results may not accurately reflect the vehicle's emission status, especially for vehicles with fuel systems, injection pins, turbochargers or unsafe fire processes.
Therefore, in the current conditions, there is not enough basis to immediately replace this method with another method.
However, vehicles using diesel engines currently in circulation are very diverse in terms of service life, technology, technical condition and maintenance regime. Therefore, emission inspection is not carried out mechanically.
Before measuring, the registration facility must preliminarily check the engine condition, lubricant, coolant, leakage, noise, vibration and other abnormal signs. If the vehicle does not meet safety conditions or is at risk of damage, it must stop inspection and guide the vehicle owner for maintenance and repair before continuing the inspection.
The Ministry of Construction said that it has and will continue to direct the Vietnam Register to strengthen guidance, inspection, and supervision of registration facilities; require registration inspectors to follow the correct procedures, correct operations, not cause difficulties for people, not require vehicle owners to sign commitments in a formal way or cause unnecessary psychological anxiety.
Regarding the proposal to replace with more modern equipment and methods, the Ministry of Construction acknowledged and agreed on the orientation of continuing to innovate inspection technology.
Some methods such as exploiting vehicle diagnostic data, checking emission treatment systems or measuring on modern specialized equipment have certain advantages, especially for new generation diesel vehicles.
However, the simultaneous application needs an appropriate roadmap because the fleet of vehicles in circulation has many types, many generations of vehicles, and different levels of technology equipment; at the same time, it is necessary to prepare a system of equipment, databases, human resources and corresponding technical regulations.
In the coming time, the Ministry of Construction will continue to direct the Vietnam Register to review the diesel emission inspection process in a safe, transparent, and easy-to-implement direction; strengthen the responsibility of registration facilities; research and classify inspection methods suitable for each vehicle group, each generation of technology; gradually apply more modern inspection methods when conditions are met.
In the immediate future, the requirement is to both strictly control emissions to protect the environment and ensure vehicle safety and the legitimate rights of the people.
