The Ministry of Construction is seeking opinions on the draft Circular regulating the order and procedures for inspection and exemption from initial inspection for motor vehicles and specialized motorbikes; order and procedures for technical safety certification and environmental protection for converted motor vehicles and converted specialized motorbikes; order and procedures for emission inspection of motorbikes and mopeds.

One of the notable points of the draft is the proposal for a motorbike emission inspection certificate. Accordingly, the draft stipulates:
For cases of initial inspection of vehicles with a time from the year of manufacture not exceeding 5 years:
Within 3 working hours from the time of receiving complete and valid dossiers, the registration agency shall base on the dossier requesting the procedure for issuing a certificate of emission inspection for motorbikes and mopeds (electronic version) according to the form specified in form No. 09 of Appendix XX issued together with this Circular on the online system (for electronic dossiers) or issue a Certificate of emission inspection for motorbikes and mopeds (paper version) directly to the vehicle owner (for paper dossiers), the validity period of the certificate is specified in Appendix V issued together with this Circular.
As for the first inspection of a vehicle with a time from the year of manufacture exceeding 5 years:
Immediately after completing emission inspection, the registration establishment issues a Certificate of emission inspection for motorbikes and mopeds (electronic version) according to the form specified in form No. 09 Appendix XX issued with this Circular on the online system (for electronic records) or issues a Certificate of emission inspection for motorbikes and mopeds (paper version) directly to the vehicle owner (for paper records), the validity period of the certificate is specified in Appendix V issued with this Circular. In case the emission inspection results do not meet the requirements according to the provisions of law, the registration establishment issues a Notice of Non-Conformity according to the form specified in Appendix I issued with this Circular, enters the non-conformity content into the inspection management software to provide information that the vehicle has non-conformity inspection results immediately after completing the inspection and evaluation.
Previously, the Prime Minister issued Decision No. 13/2026/QD-TTg stipulating the roadmap for applying the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
The decision stipulates the time to start the inspection of emissions of motorbikes and mopeds participating in road traffic as follows:
From July 1, 2027 for Hanoi and Ho Chi Minh City;
From July 1, 2028 for the remaining centrally-run cities;
From July 1, 2030 for the remaining provinces. Depending on the actual situation, these provinces may stipulate earlier deadlines.
