Conditions to avoid having to bring motorbikes to registration and emission testing facilities

Not all motorbikes subject to emission inspection must be taken to registration facilities if they meet the conditions according to regulations.

From July 1, 2026, Circular No. 30/2026/TT-BXD of the Ministry of Construction officially takes effect. This Circular has very clear regulations on the order and procedures for emission testing for motorbikes and mopeds.

One of the notable contents is to clearly distinguish between cases where vehicle owners do not have to bring vehicles to registration facilities and cases where it is mandatory to bring vehicles for inspection.

According to the Circular, for vehicles inspected for the first time with a time from the year of manufacture not exceeding 5 years, vehicle owners are not required to bring the vehicle to the registration facility if they simultaneously meet the conditions: the vehicle has not been renovated with an engine or exhaust gas treatment system; vehicle information is already in the database of technical safety and environmental protection certification of the Vietnam Register.

In this case, people only need to submit documents according to regulations. After receiving them, the registration facility checks the documents and returns the results within a maximum of 4 working hours.

If the dossier is valid, the registration facility will issue an electronic version of the Emission Inspection Certificate for motorbikes and mopeds; if the dossier does not meet the requirements, it will be notified for applicants to know and complete.

Conversely, the Circular stipulates that in some cases, it is mandatory to bring vehicles to registration facilities to conduct direct emission testing.

Including vehicles that are inspected for the first time but have been used for more than 5 years from the year of manufacture; vehicles that have been renovated with engines or exhaust gas treatment systems; vehicles without information in the technical safety and environmental protection quality certification database of the Vietnam Register; vehicles subject to periodic inspection and vehicles granted temporary vehicle registration certificates.

For these cases, after receiving and checking the dossier, the registration facility will notify the inspection time so that the vehicle owner can bring the vehicle for actual inspection.

The inspection process includes comparing the vehicle with the dossier, fully checking the emission items according to national technical regulations, and taking photos of the vehicle to keep the dossier.

Immediately after the inspection is completed, if the vehicle meets the requirements, the inspection facility will issue an electronic emission inspection certificate. In case it does not meet the requirements, the inspection facility will notify the results and update the information that the vehicle does not meet the requirements to the management software of the Vietnam Register. When the vehicle owner fixes and re-inspects to meet the requirements, this information will be removed from the system.

Circular 30/2026/TT-BXD also stipulates that people can choose any registration facility nationwide to carry out procedures. Dossiers can be submitted online through the National Public Service Portal, the registration application of the Vietnam Register, submitted directly or sent through the postal system.

The Prime Minister has issued Decision No. 13/2026/QD-TTg stipulating the roadmap for applying the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.

The decision stipulates the time to start the inspection of emissions of motorbikes and mopeds participating in road traffic as follows:

From July 1, 2027 for Hanoi and Ho Chi Minh City;

From July 1, 2028 for the remaining centrally-run cities;

From July 1, 2030 for the remaining provinces. Depending on the actual situation, these provinces may stipulate earlier deadlines.
