Ho Chi Minh City voters are concerned about the policy of limiting vehicles running on gasoline to switch to using electric vehicles.
People believe that there needs to be a scientific basis and clear arguments to confirm that electric vehicles are truly environmentally friendly, while inflammable and difficult-to-use batteries after discharging, the battery production process also requires the exploitation of many minerals, which has a significant impact on the environment.
In addition, the increased demand for electricity due to the conversion will lead to the development of the hydropower system, increase the capacity of thermal power plants - this also affects the ecosystem and environment.
Therefore, voters recommend that the State have a specific and synchronous roadmap from production, use to battery treatment, development of charging infrastructure and prioritizing the promotion of renewable energy sources to ensure the transition to means of transport in accordance with development, sustainability and truly environmental protection.
After studying, the Ministry of Construction responded as follows:
The policy of developing vehicles using clean energy, green energy, environmentally friendly in general and electric vehicles in particular has been stated in Resolution No. 55-NQ/TW dated February 11, 2020 of the Politburo on the strategic orientation for Vietnam's national energy development to 2030, with a vision to 2045; Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security to 2030, with a vision to 2045.
Implementing the Resolution of the Politburo; implementing Vietnam's commitment to net zero emissions at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26), the Prime Minister issued Decision No. 876/QD-TTg dated July 22, 2022 approving the Action Program for Green Energy Transition, Reducing carbon and methane Emissions in the Transport sector.
The content of the action program has set out specific goals and roadmaps for converting the use of electricity and green energy in transportation; at the same time, a list of key tasks and solutions assigned to ministries, branches, and People's Committees of the city for implementation.
Regarding the control of technical safety quality of electric motor vehicles: Implementing the Law on Road Traffic Order and Safety 2024, the Ministry of Construction has researched, developed, and submitted to the Government to issue 02 Decrees; issued 09 Circulars, 38 national technical standards on the quality of technical safety and environmental protection of road motor vehicles, including electric vehicles.
Currently, the system of legal documents has been basically completed, ensuring a legal corridor for electric motor vehicles to be produced and circulate smoothly like other means of transport.
Regarding the development of charging station systems: The Prime Minister has assigned the Ministry of Industry and Trade to preside over research and promulgate national technical regulations on electric vehicle charging stations (including safety and fire prevention standards), and develop a charging station system for electric motor vehicles.
Regarding the treatment of electric vehicle batteries issued after use: On May 22, 2015, the Prime Minister issued Decision No. 16/2015/QD-TTg regulating the recovery and treatment of waste products (including batteries and batteries used for motor vehicles).
However, voters' concerns about challenges related to handling electric vehicle batteries issued after use are completely reasonable. This is a big problem not only for Vietnam but also for many countries around the world in the process of converting to electric vehicles.
The Ministry of Construction acknowledges the voters' recommendations to continue to give opinions to the Ministry of Agriculture and Environment in the process of amending and supplementing regulations on recalling and handling waste products, including electric vehicle batteries.
