Remote camera fines are proposed with many new standards from July 1

Standards on cameras for remote fines are being proposed by the Ministry of Public Security to be amended and supplemented from July 1, 2026.

The Ministry of Public Works drafts a Circular amending and supplementing a number of articles of Circular No. 62/2024/TT-BCA, promulgating the National Technical Regulation on "Surveillance system to ensure security, order, and traffic safety on roads" (QCVN 05:2024/BCA).

The drafting agency said that compared to current standards, this draft adds many new contents.

One of the notable points is the addition of technical regulations for intermediate devices in cases where the camera does not integrate image processing software.

According to the Ministry of Public Security, in fact, some cameras currently do not have the ability to automatically analyze images to record traffic violations, so it is necessary to add intermediate devices to expand handling plans.

The draft also supplements technical regulations for equipment at regional server clusters, including processing servers, data storage units, firewall equipment, power storage equipment, switching equipment and lightning protection equipment.

According to the drafting agency, this addition stems from the requirement to deploy a connection model according to Project 8668. Accordingly, the regional server cluster will be located at commune-level police, stations, and teams to collect data from cameras on the line, perform image analysis and processing before transmitting to the Center.

In addition, the draft regulation also supplements and adjusts some concepts. Specifically, supplementing the explanation of the terms "Data center, management, supervision, handling of violations and traffic management" and "Regional server cluster", and removing the explanation for the term "Device supporting traffic monitoring systems".

These contents are built according to Project 8668 to ensure consistency in the implementation process.

Another new content is the regulation on conformity for products belonging to the monitoring system. The addition of this regulation aims to ensure that products are in accordance with technical regulations, and at the same time create a basis for state management agencies to control equipment quality.

The Ministry of Public Security said that on October 20, 2025, the Minister of Public Security issued a Decision approving the Project "Data Center, management, supervision, handling of violations and traffic management to 2030, vision to 2050" (Project 8668).

Following that, on March 20, 2026, the Government issued Decision No. 456/QD-TTg approving the Project "Building a Data Center, managing, supervising, handling violations and traffic management in the period 2026 - 2030, vision to 2050".

According to these decisions, some contents are adjusted compared to QCVN 05:2024/BCA. Specifically, regarding the connection model, supplementing the construction and deployment of regional server clusters at commune-level police, Teams, and Stations to collect camera data installed on the line, analyze and process before transmitting to the Center.

At the same time, deploying applications and shared data platforms for the Police of units and localities to ensure unified implementation.

Notably, the projects also orient the deployment of smart technologies and applications such as artificial intelligence (AI) in the work of detecting and handling traffic violations.

Based on these changes, the Ministry of Public Security believes that the development of a new standard to replace QCVN 05:2024/BCA is necessary to meet practical requirements and effectively serve the management, supervision, handling of violations and traffic management in the coming time.
