Proposal to amend regulations on camera standards for remote fines

The Ministry of Public Security is drafting amendments to regulations on camera fines.

The Ministry of Public Security drafts a Circular amending and supplementing a number of articles of Circular No. 62/2024/TT-BCA promulgating the National Technical Regulation on "Surveillance systems to ensure security, order, and traffic safety on roads", the National Technical Regulation on "Route monitoring devices and driver image recording devices" and the National Technical Regulation on "Traffic control centers".

Explaining the necessity of issuing amendments and supplements to the Circular, the drafting agency said that in practice, Circular No. 62/2024/TT-BCA has created an important legal basis for deploying the application of science and technology in state management of traffic order and safety, contributing to improving the effectiveness of monitoring, detecting and handling violations, serving traffic command and operation, and meeting the provisions of the Road Traffic Safety Law in 2024.

However, after more than 1 year of implementation, Circular No. 62/2024/TT-BCA has not met the breakthroughs, innovations, and creativity in the spirit of Resolution 57 of the Politburo and management requirements in the current period.

In addition, the breakthrough development of science and technology in the world is increasingly rapid such as: image recognition monitoring technology, transmission technology, AI technology, Big data IOT... Therefore, the requirement is to update and supplement technical regulations for systems serving traffic order and safety assurance to ensure uniformity, connectivity, and data sharing between monitoring systems, traffic command centers and databases serving state management of traffic order and safety.

Therefore, the issuance of a Circular amending a number of articles of Circular No. 62/2024/TT-BCA is necessary to improve the legal basis, overcome arising problems in the implementation process, ensure feasibility, uniformity in application, and at the same time meet the requirements of state management on ensuring security, order and traffic order and safety in the new situation.

The drafting agency also said that on April 8, 2026, the Ministry of Public Security issued Official Dispatch No. 1515/BCA-CSGT to the Government Office on reporting on the progress of drafting Decrees in the field of traffic order and safety.

In which, the Ministry proposed to postpone the time to submit to the Government to July 2026 for the Government's Decree "regulating on journey monitoring devices, driver image recording devices, passenger compartment image recording devices on road vehicles; investing in a journey monitoring data management system, recording driver images, passenger compartment images on road vehicles".

This Decree is the basis and legal basis for developing and promulgating the National Technical Regulation on "vehicle monitoring devices, driver image recording devices, passenger compartment recording devices".

Therefore, specifically with the National Technical Regulation on "vehicle monitoring devices and driver image recorders", it will be completed and promulgated after the Government promulgates the Decree "regulating vehicle monitoring devices, driver image recorders, passenger compartment recorders on road vehicles".
